Statewatch , an NGO that monitors compliance with civil liberties in the States of the European Union ( EU) , denounced in a report today total "no discussion " both in Brussels and in the parliaments of each member country in the use civilian drones ( unmanned aircraft ) . That is, to improve border surveillance and control illegal immigration. The organization , based in London, provides that "so far" - since the nineties - research programs on these devices have cost "at least 315 million euros" , which came out of the taxes of the citizens EU " without their knowledge " . It also expresses its concern about an increase in the "militarization of the EU" and the continued trend toward " automation in the war."

The 86-page study also warning of the impact that the growing - drone - per use ( so both civil and military ) will have on privacy and human rights of European citizens. " The plan of the European Union is to create a map of airways [ that got underway in 2013 ], directed entirely by the International Civil Aviation Organization [ICAO for its acronym in English] that ensures regularization homogenization and civilian drones flying over 150 kilos by 2028 . "
In 2012 , the European Commission established in one of its programs "necessary transparency" and consultation of those involved , as Frontex, the European border control agency in policy - drones , which for Statewatch " has not happened " .
Frontex has funded tens of thousands of euros to companies drones to display material that " in the future" could be used for border surveillance . The same company coordinates , together with the European Union, the Eurosur , a surveillance system that integrates sensors, radars, cameras to take photographs of the boundaries of each country of the Union .
The ESA has become the main partner for the EU to facilitate traffic droneswithin civil airspace
The report also highlights the formalization of an agreement between the EU and the U.S. in which they undertake to cooperate in the integration of drones in civil airspace and the harmonization of aerospace control systems traffic. Along these lines, the European Space Agency (ESA acronym ) has been associated with the European Commission and the European Defence Agency , says the report , to develop " some aspects of the policy of the Union drones " as the development of a common system of telecommunications and required for the flight of these aircraft by remote control infrastructure. Thus, the ESA has become the main partner for the EU to facilitate traffic drones in civilian airspace.
The use of drones is clearly justified as Statewatch , but the EU has been at the " wrong side" in regard to the use in war of these aircraft and the lack of transparency in the development of this technology. "The policies of expansion and the use of drones in war can not be developed behind closed doors and should be aimed at achieving commercial purposes ," he concludes .
