President Barack Obama plans to end the controversial program of mass collection phone calls from the National Security Agency ( NSA). The U.S. administration is working on a legislative proposal to restructure the way of access, storage and retrieval of such information , guaranteeing greater judicial control of the whole process , very similar to two draft law being prepared in Congress, one of the which will be released this Tuesday . None of the three provides for the reform or restructuring of other programs spy agency .
The U.S. president has defended his initiative from The Hague ensuring that the new form of data retention proposed " allowing U.S. will deal with the threat of terrorist attacks." For the president , this is the best way to address the "two major concerns " that have risen in the wake of spy scandal : ensure the protection of the privacy of citizens without neglecting national security.

The proposal prepared by the White House considers to be the phone and not the NSA companies , as now , the storing databases of phone calls and who sell telecommunications information from certain numbers , suspected members or be related to suspected terrorists , after the controversial warrant individualized secret Surveillance Court Foreign Intelligence , according to The New York Times, the first newspaper to report the president's plans . The project of the Administration does not require companies to retain phone numbers beyond the 18 months required by federal law , the NSA keeps for five years .
With this proposal , the Administration removed the spy agencies direct control of data without impeding the Government's ability to access information relating to terrorist threats , according to the president. The project is in line with the speech that Obama delivered in January last year that has already moved several reforms within the NSA in order to reduce the risks of inappropriate use of its activities , including the phasing out of the program massive collection calls, which rose more indignation of all revealed by American computer scientist, Edward Snowden .
Then , the president ordered the Attorney General and the intelligence agencies to submit new proposals on the restructuring of the program by 28 March, the date of expiry of the warrant authorizing the practice of mass collection calls, known cone section 215- the provision of the Patriot Act under whose protection was developed . Obama authorized the extension of the order for 90 days while his latest reform proposal.
The President is one of several legislative alternatives which are working in Congress. This morning , the heads of the Intelligence Committee of the House of Representatives, Republican Mike Rogers and Dutch Ruppersberger CA Democrat , will submit its own bill , very similar to the White House. The draft has been released expected , too, that the telephone companies are managing databases and tracking of calls and prevents the NSA collecting massively and indiscriminately data . Unlike the Administration 's legislative proposal which states that it is the Surveillance Court Foreign Intelligence who pre- authorized and individualized as each of the requests made by the spy agency companies , the rule only provides Intelligence Committee requests that the NSA accompany a directive from the government.
The arrangement of Rogers and Ruppersberger compete in the Capitol with another , also bipartisan , which is developed by the Committee on Legal Affairs of the House. This, like the preceding , also prohibits the NSA 's massive collection calls and , as the White House , requires a court order before accessing data . Unlike the Intelligence Committee , is determined that the request is made in the context of ongoing terrorism investigation . Today, the NSA gathers information from thousands of phone numbers of three telephone companies and performs data checks and crosses under the "reasonable presumption" that are related to terrorist groups or activities.
A proposed legislation being considered in the lower chamber must add the differences of opinion arise between Senators massive collection programs of the NSA. Head to the members as chair of the Senate Intelligence Committee , Democrat Dianne Feinstein, who advocate maintaining surveillance practices of intelligence agencies on the ground that are essential for ensuring national security , but recognize the desirability of increase the prerequisites for implementation , other senators , led by colleague departido Feinstein , Senator Patrick Leahy , have been reluctant to approve the proposal of the Committee on Legal Affairs of the House, in which he has worked . " The message to the NSA that comes from each of the branches of government and each of the corners of the nation is that it has gone too far. The indiscriminate data collection must end , "said Leahy on more than one occasion.
A failure to determine which bill prevails in Congress , it is clear that the indiscriminate and massive program of NSA collection as there is going to be dismantled. It remains to check whether the new regulation will be sufficient to eliminate the risk of abuse in the execution of their monitoring tasks .
