Late payment by public authorities has become a sharp dagger into the heart of business . The autonomous regions , municipalities and the state collect unpaid bills for more than 10,000 million euros , of which 4.811 million debts owed to freelancers and small businesses (SMEs ) , according to recent data from the federation of autonomous (ATA ) . The median time to pay the government amounts to 148 days, five times more than recommended by Brussels. In 2012, the state payment period increased to 60 days .
Behind this situation there are thousands of personal stories full of suffering. In some cases , defaults result in the closure of family businesses, in other subsidies do not reach the limit put the viability of the company. There are even those who have no choice but to mortgage their property to offset the liabilities of the Directors.
The economic crisis and the bursting of the housing bubble weighed public revenues . Taxes related to construction , essential for communities and municipalities , have plunged more than 25 % in recent years . The large public deficit generated mistrust in the markets. Regional presidents and mayors, in turn , delayed payments and providers became Administration lenders at the expense of their survival. Pharmacies, small construction companies and other suppliers failed to collect outstanding bills on time and accumulated .

Early last year the situation became untenable . Business closures multiplied and some communities had to ask for help the state to meet its payments. To alleviate the situation , the Government launched a payment plan with suppliers aimed at reducing commercial debt of the government and bring to light forgotten in drawers bills. The state plan for municipalities served 1.8 million paid invoices totaling 9,598 million euros and the autonomous communities liquidated 3.7 million invoices 17.704 million euros.
But this plan had limitations : only allowed to include invoices posted January 1, 2012 . Neither work certificates or agreements , concessions or some public works contracts and public services were supported. Invoices universities and public companies were also excluded . In addition, many government delays accumulated in their accounts which left many outside the government plan receipts end of 2011. The snowball of defaults began to grow rapidly. Regional governors excuse that the government limits their debt and therefore have difficulty paying suppliers .

To curb delinquency , late last year the Executive launched another mechanism for autonomy : Regional Liquidity Fund (FLA ) , with which debt was settled with creditors by 1.100 million , but it was insufficient. Now the Ministry of Finance is preparing a new plan provider payment , worth 15,000 million. Minister Cristobal Montoro has linked this new program to the new directive on late payment : last March 16 came into force European legislation requiring public administration to pay within 30 days and raises interest at 8%.
Among the options that shuffles the government is a mechanism for providers of public entities may be addressed to the Treasury to collect their bills if they have exceeded the payment threshold set by Brussels. The Government would withdraw these amounts from participation in state revenue to the affected community or City Hall .
Another problem identified by Treasury is that communities and councils take too long to post invoices .
