EU agrees to a change in the calculation of the deficit that benefits Spain
It is already implemented in the spring economic forecasts published by the Commission in May

Brussels sees a faint improvement in Spain
Brussels EP 20 MAR 2014 - 19:36 CET
The EU countries have approved this week a change in the method for calculating the structural deficit that particularly benefits Spain , since it will result in a relaxation of the adjustment required by Brussels. The Commission will apply the new method and in the next spring economic forecasts , to be published in May and will be used to decide whether the Government of Mariano Rajoy must take further steps in 2014 and 2015.
"I can confirm that the proposed revision of the methodology for calculating the structural unemployment has been endorsed this week by the Economic Policy Committee ," said Economic Affairs spokesman , Simon O'Connor . The Committee brings together experts from the 28 Member States. The review was discussed late last year but was postponed due to lack of agreement.
The change affects how to calculate the so-called structural deficit , ie , the budget gap of a country under neutral conditions
The change affects how to calculate the so-called structural deficit , ie , the budget gap of a country under neutral conditions , without taking into account the impact of the economic crisis. Since the beginning of the crisis, this indicator has become increasingly important and the new Treaty of budgetary discipline requires Member States to reduce it to 0.5% of GDP.
The calculation method used so far resulted Brussels that much of the unemployment and the deficit crisis in countries like Spain was considered as a structural rather than cyclical. This translates into a greater effort is required to fit these Member States. this year will be 4.2% and will rise to 5.8% in 2015.
The change in methodology will have very limited in most Member States, with the exception of Spain impact. In the case of Spain , will greatly decrease the proportion of structural unemployment is considered (currently 23% ) . This in turn will reduce the estimated structural deficit ( 4.2% this year and 5.8% next year, according to the latest forecasts from Brussels year ) and therefore the adjustment effort required . Spain must achieve the goal of a balanced budget in 2018.
