Since the entry into force of the law of agency five years ago 50,446 people have died in Catalonia waiting to collect the aid even though they had already approved the provision. The six months may elapse between the request for help and when this reaches can become an eternity for this group, the elderly and with a very delicate state of health. The six-month period set by law, however, is often passed over several months by the saturation of social services, the industry admits.
Data from the Department of Social Welfare, published Tuesday in a parliamentary answer to a question from PP, show that administrative delays prevented in 2007 to 4,521 people to receive aid at death before. In 2008, the figure rose to the 14,232 people, and from there the deceased fell to 13,849 people in 2009, 10,982 in 2010, and 6,862, last year. This curve coincides perfectly with the avalanche of requests that occurred during the first months of life of the law: of the 62,000 applications in 2007, went to 101,000 requests a year later, then dropped steadily from 10,000 to 15,000 fewer applicants per year, to the 63,000 last year.
The law of agency, which currently benefits 145,869 people in Catalonia, and started on the wrong foot and overflowing all expectations, as acknowledged by the industry. "The law was born evil. It passed very happily without having secured the budget, "tertiary Teresa Crespo, president of the Catalan Institutions Social Action. "It is a law made with brick, when there was money for everything, but now is unsustainable," adds Pascual Tape, president of ACRA, the association of healthcare services companies.
Add to that a bad forecast for the beneficiaries. "The study undertaken in 2002 dependent on the potential was quickly outdated. There were more people than foreseen, and it also meant that planning did a bad performance, "the former minister of tertiary Social Action, Carme Capdevila, who also criticized the slowness with which the law is being deployed.
In fact, the law of dependence is not over apply correctly. Progressively since 2007 have entered the program with degrees dependent acute and between last year and the current should be incorporated so-called moderate, with less dependence. The central government has already announced last year that put off aid to this group, which has meant that today 51,000 Catalans who were recognized dependence must wait until 2013 or 2014 (depending on the severity of the case ) to receive aid.
Economic adjustments are also causing dismunición services (places in residential or day centers, which are more expensive) for financial support between 300 and 400 euros for non-professional caregiver who attends to the clerk at home, and represents 60% of the benefits provided.
The central government plans for summer before a draft revision of the law of dependence. For now, the state has already cut its contribution to the program, which in the case of Catalonia involves 48 million less, a cut that the Government still has not finalized how you will implement.
The sector, however, warns of its many consequences. "There will be more poverty, promote family breakdown and also generate more unemployment," he says Núria Carrera, president of the College of Social Workers in Catalonia.
