What medicines will be out? It is not known. There will be two ways to get drugs for public funding. On the one hand, be excluded obsolete, whose function has been superseded by more modern. This should not pose any savings, because if you are out of date it is logical that not being used. The other is referred to drugs for mild symptoms. No list. What happens now is that there are some preparations (antidiarrheals, antitussives) that are classified in two ways: as prescription medicines (prescription) and OTC. The purpose of Health is to leave them in one group, the counter (so do not have to subsidize the Administration). The problem is that there are products that are used both for mild and more serious, sources indicate the employer's non-prescription medicines, ANEFP. So have to go case by case.
What co-payment will be for ambulances, prostheses and dietoterápicos? The scale set by the royal decree is the same drug. But in these cases there will be a cap on copayment for the user. What is unknown is how to serve each community. It is no copayment for these products or services in many of them. In some cases is higher, and in others less. The decree can only set the minimum subsidizes Administration (90% for pensioners, for example), but a community can finance the rest. Of course, you will need to report it. The same applies if a community wants to give more benefits than the minimum common portfolio (eg, pay all the glasses). In that case you will pay with their means, not state funds.
Should we renew the health card? No. The exchange of data with Finance to see how much you have to pay each one will be invisible to the user. The income level will be in the computers of the Ministries of Health, and based on that, calculate what it pays for drugs.
How long should pay the pensioners? In general (those earning up to 100,000 euros), 10% of the drugs. But that monthly copayment is capped: if it exceeds 8 or 18 euros a month (depending on the income scale) the difference will be refunded by the communities, who have six months to do. For example, if you spend $ 200 on drugs, pay 20. If your ceiling is 8 euros, the remaining 12 will have to return them within six months. With incomes above 100,000 euros, the annuitant pays 60% but never more than 60 euros a month.
And who has no income? As before, it is possible to come to the Social Security with the appropriate certificate of Finance to, if Spanish or foreign papers, give the card.
Who are out? There are questions about what will happen to people over 26 who have never contributed (students, pensioners, groups such as monks and nuns). Health says there will be a solution.
What about foreigners? Health card will only persons legally residing in Spain. The rest will be treated only in emergencies, although there may be exceptions, such as infectious patients.
