Nearly 300,000 people from Gypsy (37.5% of the population) are at risk of social exclusion.
To try to reduce these figures, the Ministry of Health has developed the Strategy for Social Inclusion of Roma in Spain, who yesterday received the approval of the Government Council, which is set as targets to raise the ratios in both education and employment, improve population health and reducing the slums between 2015 and 2020.
Regarding education, the strategy has increased enrollment in kindergarten and universal schooling and increased academic success of students in primary school.
It also proposes an increase in the completion of secondary education (ESO) and increased education of adult Roma population. Currently, 96.7 percent of Roma children of compulsory school age attend school, compared with 99.9 percent of the general population. The figure is to be increased to 99 percent in 2020.
The high enrollment rates contrasts with other data: only 1.6 percent of the adult Roma population has reached non-compulsory secondary education, compared to 19.5 percent of the general population, and the illiteracy rate reaches all 13.5 percent in this group, when the average of 2.19 in Spain.
In terms of employment, the Strategy proposes to improve access to regular employment and reduce unemployment in this group, with 36.5 percent suffering the effects of unemployment to a greater extent than the general population (22.8 percent).
The elimination of slums and substandard housing and improving the quality of accommodation are some of the most important elements to improve the social inclusion of Roma. It is estimated that, currently, 3.9 percent of the group lives in slums.
