Barcelona. (EP). - The Barcelona City Council on Tuesday approved changes to two articles of the civility ordinance passed in 2006 to harden it and ban street prostitution, a move which will take effect before the summer after their processing.
The Presidential Commission and Internal Affairs, the City has supported a proposition supported by the PP-CiU and rejected by PSC and ICV-EUiA UPB-in which is agreed to change Articles 39 and 40 of the ordinance and prohibit offered, requested, negotiate or accept any paid sexual services in public spaces.
The deputy mayor and head of Security, Joaquim Forn, has defended the "clear commitment" of the session to end the practice, and explained that priority will be given the tools to act more firmly against the clients, so that the more expensive sanctions and will be removed prior notice to those who demand sexual services.
"We prohibit and prosecute the perpetrators demands, and at this time the notice is a serious drawback to go against them," he asserted, and added that the City Police have already spoken out against this instrument because of the difficulty supposed to punish.
Forn explained that the council bases its strategy on three priorities: strict enforcement of the ordinance, police coordination in the fight against prostitution, and working with the Agency for a Comprehensive Approach to Sex Work (Abits).
He stressed that the municipality has increased by 67% heading of municipal budgets earmarked for this agency to develop programs and resources to support women who want to leave prostitution.
The consistory, as Forn, go in changing the ordinance an "instrument but not final and will help clear tools to combat" prostitution on the streets of Barcelona.
The Angels Esteller PP councilor stressed that prostitution in public places is a problem of great impact for the city, and remarked that the remodeling of the ordinance should criminalize the practice "without the current ambiguity" to allow the Urban act with more determination.
A municipal report advised against it
The ban has gone ahead with the support of CiU although the city's Prevention Services advised against by a report signed on 17 October by its director, Josep Maria Lahosa.
The report considers that the proposal "does not provide enhancements to the current regulation or regulatory aspects and the possibilities of social recovery of those who practice prostitution in the street", so concludes discouraging the amendment of the ordinance of civility.
The formations that have rejected the measure-PSC and ICV-EUiA UPB-have coincided in pointing out that the ordinance is not the framework that prohibit street prostitution, and advocated that the Government develop a state law that regulates it.
Thus, Assumpta Escarp (PSC)-who was responsible for security with the previous city government, has claimed the Ordinance complement to her, an administrative regulation, with superior: "You can not regulate this phenomenon by deleting two sentences, we break consistency making arrangements to pieces. "
Since ICV-EUiA, Elsa Blasco has accused the city government "seize the initiative of the PP in a shameful and the back door" to tighten the ordinance, and considered that the changes will generate more marginalization and aggravate the situation of marginalization of prostitutes.
Councilman Joan Laporta UPB (DC) has said that the ban will increase prostitution in brothels, so PP has urged Congress to legislate from the "Do not believe it is the City who need to ban or not, and PP have the opportunity to ban from the government. "
