While the Government intends that the administration more transparent, public audit of the accounts of political parties is delayed too: the latest report by the Court of Auditors on the subject dates back to 2006. The parties must file their election accounts at the latest, 125 days after the elections, and the agency has to issue an opinion within 200 days later. Priority is given, therefore, control the elections against the party.
The audits presented so far have found some shortcomings, such as private donations that exceeded legal limits or remission of a debt by a bank. The reports are forwarded to the House of Representatives and must be the Joint Commission for relations with the Court of Auditors to take any sanctions against irregularities. If there is evidence that a party has made a crime, is communicated to the Anticorruption Prosecutor or the Attorney General.
Endemic to the delay brought about by the law is the fact that the 12 councilors of the Court of Auditors are in a temporary situation, as it should have been renewed for more than a year and a half. This circumstance prompts postpone decisions that can arouse more controversy, such as those related to the political. In any case, since the court confirmed that reports on the budgets of the parties for the years 2007 and 2008 are presented in the next two months.
