The State reported in February a deficit of 20.668 million euros, 49% more than in January. Bringing the deficit at 1.94%, according to the progress of implementation of the budget released this afternoon by the Ministry of Finance. The Government justifies the high deviation to developments in transfers to the regions, social security advances and increased tax rebates. Treasury recalls, in a statement, that these accounts have not yet included the rise in personal income tax rates, which will impact from March. And riveted that "the evolution of these first months is not significant due to circumstances that increase spending temporarily."
The deviation of the state budget until February occurs because some expenses incurred in nonfinancial 29.807 million euros, while the collection was of 9.196 million euros. In the penultimate Council of Fiscal and Financial Policy, the national government for dialogue with the directors of Economy of the communities, it was agreed that the State would advance to January communities of pending transfers of the financing system 2010 to be charged in July. Also anticipated some 6,000 million euros to Social Security.
In state revenues are calculated by subtracting the total collection involving autonomous regions and municipalities in taxes (50% VAT, 50% and 58% income tax Excise). Until February, the treasury received 34.769 million, 1.3% less than during the same period last year. Although tax revenues, 89% of the total, fell by 8% compared to 2011. However, the Treasury justified in his note that this decline is due to tax refunds. "Adjusted to its normal trend, falling tax revenues is moderated, in homogeneous terms at 3%."
Revenues from direct taxes (income tax, partnerships, non-resident income ..) was 14.988 million euros, 7.4% less than 12 months earlier. While the revenue from indirect taxes (VAT) amounted to 15.867 million, down 8.4%. This drop in revenue from the VAT is due, the Treasury, "the greater volume of returns in January and February, approximately 31.2% over the previous year."
The drop in revenues has not been accompanied by a reduction in government payments, which increased by 13.1% to 32.259 million. This increase is due, according to the Government, to advance current transfers to general government. Without this effect "the total payments made by the State in the first two months would have decreased from the previous year."
