European leaders call on the EC a plan to reduce energy dependence

The Heads of State and Government of the European Union ( EU) today called on the European Commission (EC ) to develop a plan in June to reduce energy dependence of Community block Russian imports .
Reducing this dependence is pending in the EU for years and the question behind the caution Veintiocho have shown in their reaction to the annexation of Crimea to the Russian Federation .
As European leaders , the plan should reflect that the EU needs to accelerate the diversification of its energy supply and improve energy efficiency as well as continue to develop their own sources of renewable energy.
30% of the gas imported from outside the EU from Russia and , of that percentage , most reach EU territory via Ukraine , which is the main transit State.
The Russian gas company Gazprom exported 133,000 million cubic meters of gas to the EU in 2013 , of which almost half , 65,000 million was transported through Ukraine and the rest through pipelines Yamal (Belarus ) , Nord Stream and various bilateral connections .
Member States and the Baltic countries (Lithuania , Estonia and Latvia ), Bulgaria , Slovakia , Czech Republic and Romania to have a strong dependence on Russian gas through Ukraine , while others like Germany have a direct line to Russia through Nord Stream gas pipeline .
In this sense, Veintiocho emphasized that "Member States show solidarity if unexpected interruption of energy supply in one or more Member States."
Spain , meanwhile , received through the gas pipeline from Algeria Medgaz equivalent to 42 % of all imported from abroad, and complete supply with LNG ( liquefied natural gas) from at least a dozen different countries , so that is not as vulnerable to a hypothetical disruption of Russian gas flow .
The Spanish prime minister , Mariano Rajoy, took advantage of the meeting of European leaders to defend the project Midcat gas connection , connecting Spain with France through Catalonia.
The Midcat pipeline, which is one of the priority interconnection projects considered by the EU, will, according to the Spanish Government , provide Europe an amount equivalent to half of arriving in the EU from Russian gas via Ukraine .
The Veintiocho agreed that "should accelerate the implementation of relevant projects of common interest" and mobilize resources supported funding from the funding mechanism " Connecting Europe Facility " (CEF , for its acronym in English ) and funds European Investment Bank ( EIB).
European leaders said remains a priority to complete the internal energy market this year , as well as develop gasísticas and electrical interconnections in 2015 to end the energy isolation experienced by some Member States.
Also agreed that the necessary resources are available to ensure that no member state has a lower interconnection 10% of its installed capacity .
In parallel, the European Council stressed the need to reduce the cost of energy to end users and asked Member States where taxes and fees are an excessive portion of the electric bill to revise their systems.
