The NYPD has dismantled the program that used undercover agents to spy on Muslim communities in the city . The project, initiated in 2003 with the help of an employee of the CIA , came to light in 2011 and is the subject of two federal lawsuits that have not yet clarified its legality.
"This is critical to reduce tensions between police and the communities they serve step," the mayor said Tuesday , Bill de Blasio . " Now both the agents and citizens can help each other to pursue the truly dangerous people ."
The program was known as " Demographics Unit " and belonged to the framework of measures in response to the attacks of September 11, 2001 . Police spent about 30 agents to collect information about places in the city where Muslim citizens met , from mosques to restaurants as well as their conversations , phone numbers and contacts .
His presence hurt the confidence of minorities in the agents , arousing criticism from numerous local organizations. They alleged that the police had called any suspicious activity by Muslim citizens . The chief of police in New York in 2012 but said that the work of this program never resulted in investigations or get clues about terrorist threats.
The NYPD spying on Muslims came to light in 2011 thanks to an investigation by the Associated Press. The program was created eight years earlier thanks to the collaboration of a CIA agent with the Police Department , even though the agency does not spy on U.S. soil. The revelation sparked an internal investigation by the CIA. The agency said then that the program had not violated any laws , but criticized the lack of surveillance in that operated one of its agents in the creation of the Demographic Unit .
The cancellation of this program was one of the electoral promises of the new mayor of New York and is a significant leadership rotation law enforcement agency . Its new commissioner , William Bratton, confirmed Tuesday at a press conference that all staff assigned to this program have been assigned to intelligence units .
As of now , the courts must determine the destination of the information collected by these agents , as two lawsuits are pending in court . Civil rights organizations denounced the illegality of the program claiming that they had monitored the activity of certain citizens based solely on their ethnicity and religion.
The officers, who always worked incognito, came to infiltrate college campuses to contact groups and Muslim students were ordered to hold talks on foreign policy and international affairs. According to the newspaper The New York Times , the program came to designate various mosques as "terrorists companies," allowing him to gather even more information , such as vehicle registration , or record in its vicinity , a tactic openly criticized by the new mayor and never resulted in the detection of threats of new attacks.
