Spain is the second member of the European Union with the highest child poverty rate second only to Romania , according to the latest report of Caritas Europa , which talks about the social impact caused by the austerity measures to countries in crisis. Jorge Nuño , general secretary of the NGO , denounced during the presentation of the results in Athens that the policy of the European Union " is incoherent because undertook , with the signing of the Europe 2020 strategy to reduce poverty , create growth and increase enrollment ( ...), but the economic priorities are ahead of the social, of the people. " The entity requires governments that put social criteria to economic interests and devote more investment to create jobs.
The study shows the measures adopted by the EU and national authorities and the impact of adjustments , which in some countries such as Greece , Cyprus and Portugal have been demanded by the Troika (European Commission, Central Bank and International Monetary Fund). Overall, this highlights the impoverishment of the population that has lost social services and sometimes access to medical care . " We hope that people can be at the center of policy decisions ," said Nuño .
The austerity measures have failed in solving problems "
The report's findings contradict the usual official speech suggesting that the worst of the economic crisis is over , and argues that there is no evidence that the situation is improving for many people . According Nuño, " austerity measures have failed in solving the problems and generate growth."
This European entity defines the Spanish population as one of the most affected by the crisis , because while the rate of risk of poverty or social exclusion ( extensive indicator used by the EU including monetary poverty , lack serious equipment and unemployment) of EU states was 25.1 % in 2012, Spain was 28.2% (and in children up to 33.8 %, according to Eurostat).
In the strict case of the hazard rate of monetary poverty , the rate in Spain is 29.9% versus 21.4 % lower than the European average . It is the second highest behind Romania and ahead of Bulgaria and Greece.
From 2011 to 2012 , the rate of material deprivation of children (lack of at least three among the nine concepts : they can not pay the mortgage or rent , to meet the heating, deal with unexpected payments, eating protein regularly , have TV, washing machine , car and phone) increased from 15.6 % to 19.4 %. For the organization, this demonstrates the extremely negative impact of austerity policies on the lives of the most vulnerable people. "The most vulnerable people are those who are paying the consequences of the crisis ," remarked Nuño .
The poverty threshold is set at 60 % of median income of the population. According to the INE , 2012, the poverty threshold value of a one-person household was 7,182 per year . A person with an income below the poverty threshold values depending on the type of home that will match is considered to be at risk of poverty . Below 40 % the situation would be miserable .
The report also highlights the high rate of youth unemployment Spanish , aged 15 to 24 years , which stood at 52.9 % in July 2012; figure which Caritas Europa has only been surpassed by Greece with 55.4 %.
Regarding the current situation in Greece, Caritas Europa believes that fundamental rights are being violated , mostly demanded by the troika , to which the results presented by Caritas Europa translate as " second legislative body." The study focuses on highlighting both the large number of people - more than three million - who have lost health coverage to be more than a year in unemployment .
Caritas spokesman in Greece has indicated that many of the positions agreed with the troika to enhance competitiveness by reducing wages and pensions have not, however, a decline in prices , which have increased due to increased taxes. Almost a quarter of the Greeks were at risk of poverty in 2012 , which means that their income was less than 60% of the national average income . This means that there are many families where no one works and which have not therefore any income.
About Cyprus, published by Caritas Europe stresses that has the highest rate of poverty among people over 65 with 29.3% , while the European average was 14.3% in 2012. And in Portugal unemployment has destroyed the middle class, so there are more than one million Portuguese living in poverty . "Poverty is fought with employment, because poverty creates more mental, more crime and domestic violence ," said the spokesperson of Caritas in Portugal, Eugenio Fonseca
