Six million Europeans live almost separate from the rest of the population. They are Roma , a community historically abused the authorities fail to integrate into the societies of the European Union. Brussels is trying to put this challenge in the center of social policy , but progress is limited. "We really have a problem with the gypsies ," admits the President of the European Commission responsible for Justice , Viviane Reding, in an interview with this newspaper . Segregation in schools , employment discrimination and clustering in ghettos hindering improvements in this group, as denounced by the European Commission in a document seen by this newspaper.
The exclusion of Roma is a difficult spiral to break. Children start school late and difficult to adapt to other peers. These difficulties , coupled with the refusal of many parents , foster school failure. Uneducated , Gypsies have little chance of finding employment. And finally just scraping by in closed, with few escape routes communities.
The document, which will be announced this Friday , assesses the measures taken by Member States to mitigate the problem, with great emphasis on small successes to sets an example . " Many small miracles are happening , but lack a horizontal approach in the EU ," said Reding , who attributed the lack of interest of many politicians to these projects " do not give electoral gains ." Brussels hosts a conference Friday high level, with the presence of members of government in different countries , the leadership of the European Commission, investor and philanthropist George Soros and the Roma community activists to discuss solutions to the problem .
The most pressing is the segregation of children in special schools or classes for Roma. These practices are a majority in some countries, with heights of up to 58 % in Slovakia , 45% in Hungary and 35% in Greece. In Spain the data point at 10%, although in many states the official figures camouflage the problem. " In the Czech Republic some positive things happen. Parliament is debating an initiative to help Roma children but aims to achieve integration through segregation. It is a wrong approach , "explains Kumar Vishwanathan , head of the NGO Living Together , they fight for the rights of this community in the Czech Republic.
The EU discovered too late that he should endeavor to integrate Roma . For until the extension of the Community club eastward , formed a residual population, Spain and Greece as countries with the highest levels ( just over 1 % of the population) . But among the 10 states that joined the EU in 2004 included Hungary, with 7.5% of Roma among its inhabitants, and Slovakia , with 9% . In 2007 Bulgaria, where the percentage touches 10 % , and Romania, with almost 9% were added .
Nurturing the accommodation with the rest of Europe , Brussels has arranged items that countries are reluctant to use . "The funds are not used as they should. In the period 2014-2020 there is already a mechanism whereby countries only receive money from certain funds if they submit an integration plan . The results of investing in education today , for example, are seen in 15 years, so it is politically difficult . But the problem increases if we do not act , "says Reding , proposed the creation of a specific fund for this community.
The Commission report highlights some practices in the right direction : early schooling in Finland, integration into the neighborhoods of Germany , vaccination campaigns in Poland ... Spain is one of those who fare better in such projects . " He has always had great interest and integrating experience. Now, Spain is facing a new problem : Gypsies coming from outside , mainly from Romania. The involvement of private entities and networks of Roma is very important, " Reding valued , which proposes to generalize the appointment of mediators , as Spain has done in the health field , to promote integration.
