The International Monetary Fund has published a working paper and discussion in which the authors propose, within a set of ideas for growth in Europe, recipes for Spain: try to lower the unfair dismissal and to create a single contract with an indefinite progressive compensation. In addition, it urges decentralizing wage setting and eliminate automatic updating. On trade, monitor calls to satisfy the transposition of European directives into local and regional level.
The IMF warns that it is not a statement of the agency or its board, but a report with ideas to encourage the debate. The document, in which more than fifteen authors, seems to follow the line of the recommendations of the IMF gave Spain last week, after which technicians visit the country. In that report, the lead agency Lagarde asked Spain to advance the VAT hike this year and down the salaries of officials. but also pointed out that the Spanish labor reform had fallen short and it was expected to progress further wage moderation through legislative changes. Even proposed a "cooperative solution" to end the crisis, which would be lowered because trabajadaros accept the salary and in return the empresrios reinvest the savings in lower prices and make new contracts.

In the working paper published today, the IMF experts are more direct. Recommend the Government to ensure "that the recent labor reform is implemented properly," and reaches the "goals of reducing dualism, increase internal flexibility business, wage flexibility and the promotion of permanent contracts." They add that Spain should "further reduction of compensation for unfair dismissal on permanent contracts," at least up to middle levels of the European Union. In addition, he advises "Enter a single contract of indefinite duration, with a gradual increase in severance pay." In addition to decentralize wage setting and eliminate the automatic update, and "strengthening the retraining of the unemployed."
Finally, the IMF experts also note that, in trade, Spain should encourage more competition. They call for monitoring the implementation of Community legislation for the retail trade locally and regionally.
