The European Central Bank (ECB) has made Barcelona the message that was shaping up in recent weeks. Growth should gain role in the exit strategy of the European crisis, but structural reforms and cuts are not only indispensable, but should be accelerated. ECB President, Mario Draghi, has had good words for "efforts" of the Spanish and plans to reduce the deficit, with several fundamental reforms underway, but he has called for "transparency and promptness", especially on financial restructuring, which arouses suspicions in both markets and the International Monetary Fund.
The ECB argues that does not contradict a compact growth and a fiscal
"Some governments should be more ambitious [its policies]," he stressed at the end of his introductory speech after the Governing Council held in the Catalan capital, without specifying further. Then, asked whether he was referring to Spain and Italy, whose efforts had praise, merely stated that he believed that all measures and financial reform should be conducted more quickly and clearly.
The Spanish government "has made very significant political reforms in a very short time", emphasized. Draghi has insisted that "we must recognize this effort has been carried out very quickly." Spain, recalled, has made fiscal and budgetary reforms.

Draghi has addressed the loop between austerity and growth in a country that is a good test laboratory of austerity, and precisely in a city, the capital of Catalonia, which has shielded the police for fear that the Government had to unrest as rising tone of the recent protests against the cuts. Comprising "anger" of the population hit by the cuts, and therefore recommends that governments "clarity" and determination. But Draghi has not seen contradiction between austerity and sustainable growth, but has admitted that "growth should regain prominence on the agenda" of politicians.
Mario Draghi believes that the policy of free cash bar "has avoided a major credit crunch"
The central banker and defended the need for European growth pact last week and today has drawn the outlines. The essential, believes is to reinforce the single market in the euro area, "to enhance competitiveness and increase competition." From there, asked, should also work in the single market work, which will be a second step in the common measures. In the labor market, has shelled, "we must make reforms: increasing flexibility, mobility and equality, because there is an imbalance towards the youth segment." The huge youth rate, says, is a product of these distortions.
Draghi has called on Europe to design a roadmap for the future of the euro in the next 10 years, "with clarity of vision" in the line that was designed in the 90 for the implementation of the common currency.
On the auction of cheap loans to banks (known as free cash bar), said that "has avoided a major credit crunch." He added that it will take a while for this money "is spreading to the global economy.
Draghi has been suggested that unconventional measures implemented in the euro area will need time to produce visible results. "It is essential that the credit institutions to improve their strength by withholding benefits," said, in a clear allusion to the decrease in dividends expected in this sector. With stronger banks and deficit control, he argues, "should return the credit to the private sector."
So it has not closed the door to a new injection to banks, although it seems unlikely in the short term, nor has ruled on the purchase of bonds of troubled countries, like Spain. The agency announced this morning that leaves interest rates unchanged at 1%, a record low, applied in December 2011.
