"Why do we have to pay the bill for a party we have not even been invited?". This is the question of how suffering expressed by the president of the Association of Civil Servants (CSIF), Miguel Borra, the majority union sector, after finding that the labor reform, in its passage by Congress, remains indelible willingness to fire employees. A group of more than 700,000 public employees and labor operating in the General Administration in the autonomous regions and municipalities are affected in the second additional provision for labor reform which, in turn, adds another provision in the Workers' Statute so that there is no barrier to the dismissal of public employees. union pressure, both CSIF as the UGT and CCOO continue in the Senate, which now heads to the law, but hopes fade.
Attempts have been made in Congress through amendments proposed by leftist groups, but fell on deaf ears. Different parliamentary groups have argued unsuccessfully that the removal of additional provision in the law that has come to disrupt the lives of public employees of the Administration. First there was disbelief, then skepticism and finally, fear. Nobody believed that opening wide the gates of dismissal which permits the labor reform will affect the administration, but as pointed out by the unions, "no one is safe." Both Colin Campbell, UGT, and Ignacio Fernández-Toxo, CCOO and Miguel Clears the CSIF have met with all the parliamentary groups asking for the removal of that provision. Also with the Popular Party. "We will study," he said, but is not moved even one comma of the provision that permits the dismissal of staff working for the same reasons as in the private sector. The Labor Reform has regulated the application of redundancy, technical, organizational or production, either collectively or individually (dismissal order) in the public sector.

In addition to being laid off government workers have to shoulder one's lack of understanding of society assigned to them privileges which lack most of the workers. "These are people who have entered the Administration under a competitive basis and a test basis," argues Borra. Moreover, in this vast group of hundreds of thousands of people in the service of the various government, dominated by categories that correspond salaries rarely exceed 1,100 euros per month, emphasize the unions.
A union officials would like to have partners in government to explain that the Administration needed modernization and rationalization, as factors that can help assist the crisis, but no layoffs. "The government of Mr. Zapatero did not address the change in government in his last two years and neither is making Mr. Rajoy, is a clear continuity," says the president of the CSIF. But government plans go ahead and thread part of the suppression of public enterprises, leading to layoffs of public employees. All autonomous regions have announced layoffs in this sector, some have advanced as plan Valencia with a provision to eliminate 3,500 jobs in his administration. The Andalusian government has decided in the final hours to call the unions to negotiate wages down to avoid layoffs. But it seems to be an exception.
Another way to lighten the payroll will come from the municipalities. These will provide services that were not themselves - skills improper - for want of resources and will need to lay off employees who paid. "The great pagan will be the local authority," predicts Michael Borra. "It will dispense with the official, acting teacher, the nurse at the clinic, the municipal doctor ... but it sure kept local television and sports centers," he complains. "We are not responsible for the crisis and the dismissal of public employees this is not going to solve," insists the head of the trade union-represented among the staff. Although the tradition or history is not the argument most often used to defend the jobs of these workers it is the culmination of the considerations of this official, "It breaks a model of labor relations for public employees in Spain over a hundred years. "
