The answer has come in 48 hours. The Alliance Platform NGO HIV, which includes more than 300 associations dedicated to this infection, has sent a letter to the Minister of Health, Ana Mato, in which distance themselves from his proposal that they are the ones that meet irregular migrants who fall outside the system on September 1. "His proposal involves the creation of a parallel health system that can have a negative impact on the level of rights, public health and economic" tell the minister.
The letter is summarized in three points. The first focuses on the economics of the proposal. "The creation of a parallel system of care generates diseconomies of scale", they say, "while new fixed cost incurred to organize and maintain" this care. This would breach the purpose of saving, which is the objective of the measure, but would remain another, to punish a group who is accused of making fraudulent use of the health system. But back to economic issues, the NGOs admit that the new system can be profitable if they are "really low". Of course, this "root would question the quality of care is no longer the same as the public system, but the minimum necessary to be effective."

In his second point raised its role in this model. The letter does not explain some of the ideas that were handled during their pregnancy, and that organizations would not be part of a solution that seems discriminatory. On a more pragmatic plan, state that "The Government introduced a State Budget on April 3 that showed the disappearance of subsidies to NGOs for HIV and AIDS for the development of public health actions. How will you carry out these agreements when organizations are facing a complex economic situation, closing services and some to disappear? ".
The third discusses some of the legal difficulties and other of the idea of Mato. "I do not how accurate is to regulate access to treatment, tests, issuing prescriptions, hospital medicine, specialized care, or whether to legislate to address exceptional situations," he said.
NGOs insist they want to continue doing its work, and that this letter does not mean to give up their programs, but on another level. The letter concludes with a demand: "The Government has political will cease to take unilateral decisions and convene immediately to the National Coordinating and Monitoring of AIDS prevention programs as a legitimate body to make decisions about the model and strategies for responding to HIV in the Spanish state. Also ask to ensure respect for human rights and equal access to care services and social and health care throughout the territory and to all citizens, therefore, without exception of persons regularized immigrants, not only for reasons solidarity and social justice but also of public health, especially evident in the case of HIV infection.
