The Catalan government has explained this afternoon how it intends to undertake the snip to save the 1,500 million euros in its new plan of adjustment. Artur Mas, Catalan president, explained at a public hearing, the measures of this new program, without breaking down the games, which includes the following: the consolidation of 5% reduction in allowances of officials first announced in November; adjustment in certain public companies that reduce transfers, slowing or rescheduling of public works, sale of assets, freezing of new calls for new grants and higher rates in VET. The seven measures
These are the measures under the third plan of shock:
■ Consolidation of the reduction of 5% of the salary of civil servants (in 2011 they withdrew from the extra payments). The reduction applies to 3% in June and 2% in December. It eliminates the regional supplement charged by state officials in Catalonia.
■ Restructuring of public enterprises. Reduction in transfers.
■ Reduction nonlinear subsidies and freeze new call for aid.
■ Slowing and rescheduling of investments.
■ The sale of public assets. Possibility that the Catalan public highways pass into private hands.
■ Implementation of the measures of the Decrees of health, education and central government universities.
■ Taking the Economy Ministry to conduct a study to maximize the fees and taxes raised.
The program largely meets the demands of the Popular Party for weeks required the Government to trim public enterprises and reduce the 500 million in "opaque subsidies" before returning to health copayment increase.
The only measures announced so far are not the establishment of a fee to students in higher level training, reduction of subsidies and the reduction in transfers to public enterprises, which had begun in 2011 and now will accelerate. However, the Executive has not quantified any CiU of these items.
The Catalan government has entered a contradiction to announce that most of the adjustment will come the fulfillment of the decrees of Health and Education of the Central Government.
