Camouflaged, on the sly, in the Official Gazette (BOE), with euphemisms ... This is how the government has released some of their decisions, measures, cuts, adjustments and snips to citizens. Even the Transparency Law was presented clearly: on Friday announced its approval, but it was not until three days later when they met the exceptions included for access to information and the way he was going to monitor compliance.
The Deputy Prime Minister, Soraya Saenz de Santamaria, disclosed, Friday after Friday, some of the resolutions adopted by the Council of Ministers. Others are silent. Or are obviated. Or hide. As if making them small print mode, the measures were to have less echo, were to pass unnoticed by the media and citizens or minimize its importance. Of course, at the time of adoption, the Government has had to explain in public because you have not been able to ask. And these are delayed or even avoided altogether. That is the Government's communication strategy.
One of the loudest games of hide was lived on 10 April, when the government unveiled a cut of 10,000 million euros in health and education in the third paragraph of a press release posted on the website of the Presidency and sent to media in the afternoon. No explanations, no possibility of clarification.
That announcement led to a decree on urgent measures to ensure sustainability of the National Health Service (NHS). Publicly, the government admitted that pensioners pay their medications and withdrawal of the health card to illegal immigrants, but said nothing of the copayment for transportation by ambulance, prosthetic or wheelchair citizens met days later, when the decree was published in the BOE.
In Guindos announced increase in VAT not to mention the tax
"Increasing taxes on consumption." In this subtle way, last week, explained the Minister of Economy, Luis de Guindos, resulting in an increase in VAT, which will take place next year. That same day, the cabinet approved the National Program of reforms, which also was a part. But it was sending to Brussels when citizens, through the analysis scrutinized by the media, knew that among the measures, the Government considers that officials charged his full salary during the first 90 days of paid sick leave.
"Every Friday, reforms, and next, too," said the prime minister, Mariano Rajoy on Sunday, anticipating that within two days, the Vice President Soraya Sáenz de Santamaría sit again to account for what was approved in the over cabinet plans, measures or adjustments. But this time something has gone ahead and unveiled it's own vice president that the government will approve the "liberalization" of "certain services" in infrastructure management and transport. Of course, it was in a meeting held in Santiago, with German ministers, who himself told his reform agenda.
