A score of NGOs today launched two reports to the Committee on Economic, Social and Cultural Rights (CESCR) UN in ensuring that human rights are seriously threatened in Spain for cutting policies adopted in response to economic crisis as well as alert to the possible violation of international commitments. NGOs point out concrete recommendations aimed at overcoming the current crisis in compliance with these commitments.
The ESCR Committee, composed of 19 independent experts, is evaluating to Spain to see if you meet the commitments under the International Covenant on Economic, Social and Cultural Rights (ICESCR) of 1966, ratified by the Spanish in 1977. In its review, the agency will examine the accountability report submitted by the Government and these two alternatives submitted by NGOs, one produced by Amnesty International and the other agreed by a coalition of 19 organizations, including the Spanish Society for International Law Human Rights, Coordinator of Development NGOs and the Center for Social and Economic Rights.

The report by the NGO coalition claims that the Spanish government is not protecting social rights. The report said the fiscal austerity measures "are not just limited to the reduction of social investment to extremes that affect the substance of the rights recognized in the international pact, but limited room to fit the budget amending and repealing legal guarantees social rights ".
The organizations include "the increasing deterioration in living conditions of much of the population and the significant impact that will have on the enjoyment of human rights", the "high rate of child poverty" or "the huge level of youth unemployment nearly 50%. " Also, remind the international commitment of states to prevent forced evictions and "in case it is unavoidable, the obligation of public authorities to guarantee adequate alternative housing."
Similarly pronounce Amnesty International in its report, which also "is concerned" the cuts in public health, which stresses can "aggravate the situation and undermine the availability, accessibility and quality of services of health ". Thus, the Executive recommended to evaluate in a "transparent" the effects of cuts in the enjoyment of the right to health, while ensuring that asks the General Law of Public Health applies "fully" in all communities autonomous.
Regarding violence against women, the organization said that since the economic crisis began, and especially in 2011, "certain" autonomous communities have limited "considerable" funding for women's centers, residential centers and emergency shelters.
It urged the Government to the laws that protect victims apply "fully" and that the economic crisis does not undermine or the warranty or the availability of secure accommodation, rehabilitation and other vital services.
