The tariff deficit , which occurs because the costs are recognized over the revenues of the regulated part of the electrical system , stood at 3.682 million euros in 2013 , according to the thirteenth of fourteen settlements made by the National Commission on the Markets and Competition ( CNMC ) .
This amount is slightly higher than the 3.600 million cap established in the energy reform passed late last year , after several games of the State Budget (PGE ) initially committed to the electrical system was withdrawn . The mismatch posted by CNMC is 33 % lower than the 5.511 million in the same settlement , 2012 , when they had not yet entered into force new electrical taxes and the first steps of the rules announced in July 2013.

The tariff deficit is well below the 416 million registered in the previous settlement , because the system's revenues have increased by 1,029 million , compared with an increase of 613 million in costs. However , the number of mismatch exceeds 193 million to 3.489 million provided for the same settlement . The new power to raise taxes have allowed this settlement 2,281 million , against a target of 2,693 million for the full year .
Premiums special arrangements , including renewable and cogeneration , totaled 9.191 million , 6.6% less than expected , representing a decrease of 650 million caused by a higher price in the market in the second half of the year . As a supplement on the market, a high price of 'pool' reduces the amount of premiums .
The supervisor takes 14 settlements each year , a figure that exceeds two months of the year to allow time to include all data from market players and have room for review . Also , this time there will be an additional payment ( the 14 bis ) , to adapt to the statistical rule change . The final figure will be published within weeks.
Costs and revenues
The regulated part of the electrical system has entered 13,498,000 . Once granted the money for premiums and on adjustments of previous years, the system records a positive differential of 6.582 million .
However, this amount is necessary to deduct a proportion of 1,589 regulated million to 4.646 million for transport and distribution costs. In addition , costs are recognized 1,910 million annuities electricity debt. The interruptibility system caused a cost of 677 million.
