Amnesty claims that Europe remains punish abuses against Roma

Harassment and violations of human rights of European citizens belonging to the Roma is increasing in the EU, especially in countries like France, the Czech Republic and Greece. And the whole of the EU member countries is not only firmly enough fighting these abuses : in many cases, is not even documenting the increase in racist violence.
This was revealed by the report released Monday in Marseille by Amnesty International ( AI ) on the occasion of the World Day of the Roma being held today . This study, in addition to collecting abundant testimony of victims of racial persecution , cites data collected by the European Agency for Fundamental Rights, according to which 90% of Europe's Roma live in poverty , and " one in five Gypsies EU experienced racist violence " in the preceding months to a 2008 study .
The document includes documented cases of unlawful evictions , assaults by individuals , organizations and police forces, antigitanas demonstrations and other violations of human rights. In this context, condemns the inadequate response of the European institutions and requires a much more decisive action to turn around the situation.
Four days, the European Commissioner for Justice, Fundamental Rights and Citizenship, Viviane Reding , during the preparation of a report on the exclusion of Roma and holding a conference to discuss possible solutions , told HOME ago that " are many small miracles happening " and lamented integration projects do not interest many politicians " because they give electoral gains . "
"The EU has failed in its duty to act decisively to combat discrimination ," according to the NGO
After reading the report released today by Amnesty follows that only small miracles , there needs to be a sincere political will and continued pressure from society .
" The member countries of the European Union are not ensuring that investigations of crimes committed against communities and individuals of the Roma serve to reveal the potential of mobile [ racial ] hatred behind these crimes," the report says. In other words, many of the attacks that are being targeted Gypsies in European countries are invisible to the eyes of the authorities because they do not take into account the racial motivation , preventing deepen efforts to avoid persecution of victims and punishment of such crimes.
This attitude contrasts with that of Sweden, which has just introduced a White Paper which faces its secular history of abuses against the Roma first step to cope with the consequences and avoid repeating the repressive and eugenic policies of the past .
The report's authors urge governments to investigate crimes
In addition to the member countries, the European Commission also goes badly in this report by Amnesty International . This body , according to AI , "has failed to date in its duty to act clearly and decisively to combat discrimination and violence against Roma people in its member states." And the sanctions are absent : " The infringement proceedings , a legal tool that is in their power to punish violations of European law by the member states have not been initiated against countries whose political and whose actions against Gypsies infringe the Racial Equality Directive in Europe . "
Therefore, the authors of the Amnesty report calls for governments to investigate crimes as detailed in the report and its discriminatory nature, and make it clear that will not be tolerated . Also, ask that the laws of each country prohibit crimes " for any type of discrimination, including immigrant status as a person or socioeconomic status ."
Marco Perolini researcher for Europe and Central Asia at Amnesty International , "the problem is clear : the next European Commission must use all legal instruments at their disposal to punish member states that violate their legal duty to combat discrimination racial " . That struggle , accurate, requires adequate statistics. " In France, for example, information on anti-Muslim and anti-Semitic crimes is collected, but there is little data on hate crimes against the Roma."
Especially alarming is the finding by the police Amnesty incurs abuse, harassment and disproportionate use of force , for what the organization calls on European states to investigate and punish such conduct . And calls for it, the authorities collect information on "hate crimes at all levels , including documentation, investigation, prosecution and judicial sanction " of them .
Amnesty also requires , inter alia, "the end of the expulsions of Roma from their homes or bed and the end of segregation in education, without further delay ."
For its part, the Council of Europe , based in Strasbourg houses as an organization with consultative status to the Forum Rome and Nomadic Peoples ( ERTF , for its acronym in English ) , also remember that Europe fails to fulfill its duties in monitoring , reporting and combat abuse . Its Secretary General , Thorbjørn Jagland , said in a statement released on the occasion of the international day that despite " the rich contribution of Roma people to European culture ( ... ), the reality is that most of its members still live in segregated and miserable conditions . 're being discriminated against in the media , in politics and in the labor market every day. "
As a counterpoint , and add a positive behavior reinforcement copies , Jagland praised " the mayors and councilmen of cities like Duisburg (Germany ) and Strasbourg (France ) , to resist populist sentiment and humanitarian work hard to find solutions."
