¿Por qué provincias pasan los ríos Duero, Ebro y Guadalquivir? Apenas el 2% de aspirantes a una plaza de maestro en las últimas oposiciones celebradas en Madrid respondió correctamente. ¿Cuál es el equivalente en gramos a dos kilogramos y 30 gramos? El examen de oposición a maestro de primaria constaba de dos partes. En primer lugar, una prueba de conocimientos que también era nueva. Los sindicatos replican que, con este informe del que se ha hecho público parte del contenido, la Consejería quiere “someter a escarnio público” y “hacer guerra sucia” a los docentes. “No justificamos que un maestro tenga faltas de ortografía, pero hay conocimientos que no se adquieren en secundaria y que el docente no vuelve a ver en la carrera de Magisterio por lo que puede olvidar, como cualquier titulado, el recorrido de un río”, dice Francisco Melcón, de ANPE Madrid.
Educación esgrime un informe de la inspección para cambiar el baremo
Las centrales no han tenido acceso al contenido de este informe que Isabel Galvín, responsable de Educación en CC OO de Madrid, considera “un arma arrojadiza”. “La prueba de conocimiento se fijó apenas cinco meses antes de las oposiciones y con un temario muy amplio”, explica Galvín, que reclama a la Consejería que le facilite los resultados por especialidad, por perfiles de los candidatos y orden de las preguntas. “Denunciamos muchas irregularidades en aquel momento y nos llegaron miles de correos de quejas”, añade la representante sindical. “Imaginábamos que iban a sacar esta información como arma arrojadiza”, añade.
Hasta ahora, la antigüedad prima para ordenar la lista de interinos
La Comunidad de Madrid lleva más de un año de reuniones con los sindicatos del sector educativo para reordenar la lista preferente de docentes interinos, de la que forman parte unas 11.000 personas entre maestros de primaria y profesores de secundaria. Quiere que la nota prime por encima del tiempo de servicio y de experiencia de los docentes.
Hasta la fecha, no es necesario aprobar todas las partes del examen para integrar la lista de interinos de la que se nutren a lo largo del curso para cubrir cualquier vacante que surja. Prima la antigüedad, con un peso del 46,8%, seguido de la nota del examen (36,01%) y de otros méritos (16,1%). La Consejería de Educación le dará la vuelta a ese baremo en un decreto que espera aprobar antes de las próximas oposiciones, previstas en verano. Su intención es reservar un 80% del resultado final a la nota y dejar reducida al mínimo la experiencia (15%) más otro 5% de otros méritos, entre los que se valoran, sobre todo, los diplomas de inglés. Madrid, que comenzó con una propuesta en la que se reservaba toda la puntuación al examen, ha lanzando el mensaje desde que comenzó los cambios en las oposiciones de que quiere seleccionar “a los mejores maestros y profesores”.
Los sindicatos creen que Madrid está haciendo “escarnio público”
Desde Educación argumentan que no debe dar clase —ni como titular ni como interino— ningún docente que no esté al día de los conocimientos mínimos de un alumno de primaria, aunque reconocen que el principal fallo está en la formación de los docentes en las facultades. Como primera criba, no podrá integrar la lista de interinos ningún aspirante que suspenda cualquiera de las partes del examen. En segundo lugar, han decidido que la nota académica casi triplique el peso actual que tiene en el resultado final y que la experiencia docente se quede en menos de la mitad. Tampoco han justificado por qué el cambio afectará también a la lista de interinos de secundaria, cuyo orden se modificará cuando se convoquen oposiciones.
La prueba
de conocimientos se fijó cinco meses antes del examen
Si su decreto sale adelante, Madrid será la primera región que haga un cambio de este calado, en un gesto en el que espera volver a marcar el camino y ser secundada por regiones como la Comunidad Valenciana o Castilla-La Mancha. Andalucía intentó aplicar una fórmula similar en la que la nota pesara más que la antigüedad, pero tuvo que dar marcha atrás. La Junta aprobó en 2010 un baremo, el llamado decreto 302, que acabó desechando en marzo de 2012 por el rechazo de la mayoría de sindicatos y ante las protestas que un grupo de interinos protagonizó durante meses. En Madrid, los sindicatos también han mostrado una oposición frontal a que deje de primar el tiempo de servicio de los profesores. Apelan a que el anterior acuerdo sectorial que regulaba esta cuestión, prorrogado hasta finales de 2012, fue consensuado por todas las centrales y la Administración.
La formación de los docentes es un debate abierto desde hace años entre distintas sensibilidades políticas. El secretario general del PSOE, Alfredo Pérez Rubalcaba llegó a solicitar una prueba similar al MIR de los médicos para elegir profesores.
