The European statistical office has forced the Finance Ministry to fix up the public deficit figure of 2012 following the Government's decision to defer to 2013 tax returns that should have been paid in the last stretch of the year. After the change, the mismatch between revenue and expenditure of all the government goes from 6.74% to 6.98% announced. The department heads Cristobal Montoro justifies the revision reflects a change in the manner of computing the tax rebates, which would also lead to a revision in the future time series, which starts in 1995. However, Eurostat sources have denied that there has been no change in the methodology and explained that what they did was correct something I was doing wrong.
As explained by the Secretary of State Budgets, Marta Fernandez Currás, from now on will be considered the date on which the refund request taxpayers to compute income and expenses. To date, the entry was made when it recognized the rights of recovery. In addition, the law allowed a maximum period of six months to review these requests.
Therefore, from now on, will return to the register during the year and for the amount requested by the taxpayer, regardless of whether they had completed the administrative controls on their origin. Subsequently, should they return smaller amounts to be necessary to correct the accounting, the statement submitted by the Treasury.
With this legal support, the government was able to defer payment of any refund to January, which allowed the government to balance the books and hold a cutting the public deficit equal to two percentage points. However, the Ministry of Finance denies that the delay is due to accounting issues and blames an increase of tax control. In 2012, the Treasury withheld income tax rebates, corporate and VAT amounting to 4,985,000 (representing nearly five tenths of GDP), 82% of which (4.106 million) for the month of December. The upward revision following the request of Eurostat is equal to 0.24 percentage points.
Moreover, Currás reported that the state recorded a deficit of EUR 23.561 million as of February National Accounts definition, 2.22% of GDP. The figure represents an increase of 0.27% compared to the previous year, when the state deficit reached 1.95% of GDP. However, Treasury notes that the deficit in the first two months of the year is not representative of the entire year.
In the rest of the Administration, the Social Security accounts showed a surplus of 6.467 million euros to February thanks to the contributions of the state, equivalent to 0.60% of GDP.
