The deficit would exceed the Rajoy Zapatero returns without delay
The Ministry of Finance tax refunds delayed from December to January it lowered about five tenths budgetary slippage, 2012

The government deficit of Mariano Rajoy (Central Administration and Social Security) in 2012 would be higher than the Zapatero government in 2011 excluding the effect of delayed tax refunds made in the latter part of the year. This postponement is allowed to reduce the public deficit. The Finance Ministry denied that the delay is due to accounting issues to balance the deficit and blames an increase of tax control.
The government postponed the payment of tax refunds December [the money claimed by taxpayers when their tax assessments to come back because they have paid over to the Treasury] which has served to balance the public and towards the goal of deficit imposed by Brussels (6.3% of GDP). The following month, in January 2013, prompted the Treasury to pay the deferred-tax returns grew by 82% over the same month of the previous year, as evidenced by the reports of collection of the tax.
The reduction of central government deficit was higher in 2011 than in 2012
The IRS withheld income tax rebates, corporate and VAT last year amounting to 4,985,000 (representing nearly five tenths of GDP), 82% of which (4.106 million) for the month of December. Without these delays in refunds, revenue from personal income tax would have decreased by 493 million, VAT receipts had been lowered by 2.341 million, and the company, at 2.151 million.
The Tax Office provides tax revenues homogeneous (matching fund to "beat back a campaign type" and applying additional settings). Accordingly, if the Treasury had not delayed tax refunds and other corrections applied to income would have collected 5.168 million less.

The Secretary of State for Finance, Miguel Ferre, ruled yesterday in a press briefing that the delay of the return is linked to the achievement of the deficit target. He explained that they are reviewing all applications for refunds, involving some 40,000 million. He insisted that it is using the legal maximum period allowed by law to six months to analyze the claims whose volume is affected by the important regulatory on taxes last year.
However, the delay in the payment of tax refunds could have caused a reduction in the deficit five tenths of all public administrations presented by President Rajoy, the 6.74% of GDP. The public deficit without the effect of the tax rebates would have been 7.2% of GDP.
The communities are those that have borne the brunt of the consolidation
Actually, the previous government of José Luis Rodríguez Zapatero reduced the deficit in 2011 more than the current government of Mariano Rajoy. In his senior year, Zapatero reduced the deficit under the central Government in seven tenths (from 5.89% in 2010 to 5.2% in 2011). Rajoy, meanwhile, reduced the gap of state and Social Security from 5.2% to 4.8% in 2012. And, not counting the returns, it had risen by a tenth (5.2% in 2011 to 5.3%). Primarily responsible for the reduction of the public deficit of Spain last year are the regions: it lowered more than one and a half (1.58 points) 3.31% 1.73% 2011 to last year. In both years, the majority of communities were governed by the PP, but deviated significantly in 2011 while in 2012 met much more.
Yes, the fiscal consolidation is affected by different economic developments. The activity increased by 0.4% in 2011 while last year was affected by the recession, the economy fell by 1.4% - and this has hampered the adjustment policies of public accounts.

The Executive Rajoy justified the tax increases and cuts hard by Zapatero inherited deviation. Actually, as Rajoy dependent, deficit reduction, even counting the returns, has been only four tenths, ie less than the posed before the election if the former president had met. And Rajoy deviation on deficit targets revised upwards would have been twice as large as that of Zapatero (eight tenths between State and Social Security) but for the delay in refunds.
Anyway as I said very clearly Cristóbal Montoro, Minister of Finance, two weeks ago: The main objective was that "the country gained credibility." "For that we have done what we did in 2012," he said then.
