La defensora del pueblo insta a la Administración a que facilite de inmediato esos pisos

Hay margen para hacer una política de vivienda que ayude a muchas familias sin techo porque ha sido desahuciada o porque no puede pagar el alquiler. Para esas familias, la defensora del Pueblo, Soledad Becerril, ha pedido a los legisladores en el Congreso que pongan las normas necesarias para que la renta de alquiler social no supere en ningún caso el 30% de los ingresos de la unidad familiar ni supere el 3% del precio determinado para viviendas que estén bajo la Sociedad de Gestión de Activos de la Reestructuración bancaria, el Sareb, más conocida como el “banco malo”. Las demandas y exigencias de la defensora, de las que ha dado cuenta hoy en el Congreso han sido acogidas con discreción por la oposición que le ha pedido más beligerancia con el Gobierno. Becerril presentaba el estudio de la oficina del Defensor del Pueblo sobre las viviendas vacías. Al menos existen 10.179 viviendas públicas que podrían ser habitadas de inmediato.
Este es el último estudio realizado por la institución del Defensor del Pueblo y que ha querido presentar en el Congreso en coincidencia con el informe correspondiente al 2012. Becerril y su equipo están especialmente volcados en encontrar resquicios para aliviar la situación de las personas afectadas por los desahucios por impago de hipotecas, o simplemente de las muchas que no tienen medios para conseguir una casa en la que vivir. En el informe sobre “Viviendas Protegidas Vacías” la defensora incluye información de 10 Ayuntamientos de capitales con población superior a 350.000 habitantes a modo de muestreo.
De las más de 250.000 viviendas gestionadas por las comunidades autónomas, aproximadamente 13.500 están vacías, y de éstas, 9.752 viviendas puedas considerarse disponibles. Los grandes ayuntamientos estudiados gestionan 26.144 viviendas protegidas, de las cuales estarían vacías y disponibles por lo menos 427.
En los próximos días Becerril hará la defensa de este informe en el Senado, con la petición expresa a las distintas administraciones que gestionen con más eficacia el parque de casas vacías disponibles . El gobierno ha ofrecido un parque de viviendas que cifra en torno a 6.000 para alquilarlas con un criterio “social”. Esta cantidad les parece insuficiente tanto a la oposición como a la Plataforma de Afectados por la Hipoteca al estimar que podría facilitar muchísimas más, como ahora avala la Defensora del Pueblo.
En sus siete meses de mandato la defensora, flanqueada de manera muy activa por el Adjunto primero, Francisco Fernández Marugán, del PSOE y Concepció Ferrer, de Unió Democrática de Catalunya, ha elaborado informes sobre asuntos muy acuciantes, como los desahucios, las acciones preferentes y la subida de tasas judiciales, con recomendaciones y muchas veces reconvenciones al Gobierno. Sin embargo, Soledad Becerril, del PP, con amplísimo bagaje político desde la transición democrática con militancia en el sector liberal de UCD, no ha obtenido el aplauso de la oposición como se ha visto en el Congreso. Desde el PSOE se le ha requerido para que “no defienda al Gobierno sino a los ciudadanos”, en palabras de la diputada Mariví Sánchez Monteserín. “Usted debe defender los derechos humanos y no actuar como una gestoría”, le ha recomendado la parlamentaria socialista.
Aunque Becerril ha marcado en estos meses de mandato una pauta y una tendencia muy activa, mucho más que sus antecesores inmediatos, no ha incomodado al Gobierno haciendo uso de la prerrogativa que tiene de presentar recursos ante el Tribunal Constitucional. Esto se lo han pedido los sindicatos, con la reforma laboral; la congelación de las pensiones y la ley de tasas judiciales. Sobre esta última la defensora ha conseguido mover la mano del Ministerio de Justicia pero no tanto como hubiera deseado la oposición. La diputada socialista le ha pedido que esté especialmente vigilante por las situaciones de indefensión que están provocando los recortes en Educación y Sanidad.
No puede ser solo la institución del Defensor del Pueblo una oficina “donde se recogen quejas”, porque esto no serviría de nada si no sirve para hacer de contrapeso. Esto es lo que le ha pedido el portavoz de UPyD, Carlos Martínez Gorriarán.
