Europe tragedy in Ukraine
The challenge for the EU is to stabilize the country and stop Russian expansionism

Political strategy and everyday experience often have much in common. Those who try , for example, to swallow an entire salami probably end up dying of suffocation. In the world of high politics , the behavior is no different: it is cut into slices salami before consumption. If you can not immediately reach an objective , patient approach is step by step .
Currently , the Kremlin is using this " salami tactics " with Ukraine. Before our eyes he is developing a tragedy in several acts where the performers and their goals are clear. What is not known is how many more acts will this sad political spectacle and , therefore, when- and how - end.
The first act began in the fall of 2013 , when then-President Viktor Yanukovych deceived EU and its leaders by refusing to sign a partnership agreement prepared for a long . Instead, he chose to enter Ukraine into a customs union with Russia , in exchange for cash and a lot of cheap oil and gas. Russian President Vladimir Putin appeared to have achieved its political objective ; namely return to Ukraine , which had been drifting towards Europe throughout the post- Soviet period, the Kremlin 's sphere of influence .
The second act was interpreted by the Ukrainian people , in the west of the country and in the square of Kiev Maidan rebelled against Yanukovych commitment of his country to align more closely with Russia. After three months of protests , the uprising ended in the overthrow of Yanukovych , temporarily derailed Putin's plan to turn Ukraine into its vassal peacefully. They were not NATO or the EU or the United States who acted to block rotation of Ukraine to the east. Yanukovych was ousted by a significant majority of the Ukrainians themselves.
The third act was the result of Putin's domestic political situation and the result was a temporary solution that ended in the clumsily disguised armed invasion and after the annexation of Crimea by Russia . Without the annexation of Crimea, Putin faced a domestic political disaster and the premature end of his dream of " meeting all Russian lands" Ivan the Terrible and restore Russia 's global power .
But the goal of Putin has never been the only Russian control of Crimea ; has always wanted to take over the whole Ukraine, because it fears nothing more than a modern , democratic and successful neighbor by example that undermines the authority of his " guided democracy " . So we have now come to the fourth act of the tragedy , in which Russia attempts to seize the eastern Ukraine and the West react .
Putin wants to take over the whole Ukraine , because it fears nothing more than a modern and democratic neighbor
The annexation of eastern Ukraine , and thus dividing the country in two, has much less support , even among pro-Russian , that the operation in Crimea. The goal of covert military intervention by Russia to destabilize Ukraine there is long term using a " riot " orchestrated short term to delegitimize the presidential elections of May 25 , which would prevent the consolidation of post- political order Yanukovych .
The task for the West is to stabilize Ukraine with political and economic means and contain Russian expansionism . Nobody will be surprised that the Kremlin is trying to make the Western reaction make it as expensive and cumbersome to implement its possible destabilizing strategy before our eyes, step by step, hoping to come a day when a Europe and a United States frustrated throw towel .
It is likely that neither Russia nor the West have sufficient strength to fully achieve its objectives in Ukraine. So be wise to try to reconcile both parties , along with Ukrainians , their interests, but for that they would need to abandon their strategic ambitions Putin , which will never do as long as you can keep cutting slices of salami .
The possibility of nicking the knife Putin and end the crises peacefully Ukraine depends heavily on the EU. Sanctions will not impress Putin : peaceful political measures but tangibles, within Europe itself they will.
The Prime Minister of Poland, Donald Tusk , has made adequate proposal in this regard: the immediate creation of a European energy union , starting with natural gas and including the joint representation abroad and a common pricing policy . This measure, combined with greater differentiation between those countries and further progress towards the implementation of renewable energy technologies reverse the balance of power between the EU (the largest oil and natural gas from Russia client) and the Kremlin.
If , at the same time , Poland decided to join the euro at the earliest opportunity , challenge Putin to Western Europe would receive an overwhelming response and totally peaceful and Poland would assume the lead role in the center of an increasingly integrated Europe.
It has been notably Germany which has opposed integrate energy and natural gas markets of Europe. After the tragedy of Ukraine, one in Berlin will defend that position , especially since the leaders of Germany do not want to confront Russia with sanctions. There will be no margin to reject the binding energy . We all now know what this community called Europe. Put it with a quote from The braggart Aesop : Hic Rhodus , hic salta ! Enough talk , Europe. Now act!
Joschka Fischer, Foreign Minister and Vice Chancellor of Germany from 1998 to 2005 , was a leader of the German Green Party for almost 20 years.
