The initiative was defended before Mariano Rajoy's cabinet by the Minister of Education, Culture and Sport Jose Ignacio Wert. Actually, this is a timely reform, affecting a handful of items from the ICB (enacted in 1987 and consolidated in 1996) and the Civil Procedure Act. After that change, standard category will the abolition of digital canon and its replacement by the "private copying compensation" under the general budget has lost management entities as the SGAE 110 million in its allocation for stay in five.
Another fundamental point of law reform is greatly limits the concept of private copying, to increase the licensed copy (any file downloaded legally from the network, from platforms like iTunes are considered in this category), and to transpose the directive European Union which the sentence Padawan. This canon digital outlawed applied indiscriminately copies made for business purposes or those made by administrations.

These are the general guidelines that have been repeated since late last year, when the processing became the main theme of the sector affected by the business of copyright: from the recording industry to management entities, from television to newspaper editors. Many complain of not being consulted in the processing of the standard.
Collecting societies asked last week Wert, the paralysis of this blueprint to formalizing the working group, say, promised during the last meeting between the owner and the entities in January. From the secretariat saw last Thursday, when the reform would seem that the last Council of Ministers, but eventually fall by the wayside "due to scheduling problems" - that these claims are based on an erroneous account: "This is a blueprint and only made public after [today] you can hear the allegations. "
In this idea has affected following the Council Vice President Soraya Saenz de Santamaria, who announced the "opening of a consultation period."
