The European Commissioner for Climate Change Connie Hedegaard Denmark's lands in Madrid just hours after suffering a huge setback in the Community Parliament. Conservative and Liberal MPs voted, by a narrow margin, rejecting its proposal to delay the auction of new CO2 emission quotas, the desperate attempt to correct the collapse of the price paid by companies that pollute and save the allowance market emission, the emblem of the fight against climate change in Europe. Question. How hard was the hit?
Answer. Hopefully not lethal. It would be foolish to abandon this tool. P. The crisis has created a surplus allowances and prices have plummeted. There is no incentive to stop polluting. What message is sending Europe now that China is considering a similar system?
R. I read that China next week presents its draft proposal. They are looking at what is happening in Europe. We lost the opportunity to send a strong message, that we back our system. It is ironic because many parliamentarians who voted not come from parties that are 100% in favor of the market system. But they say not to intervene. What happened to banks and other industries during the crisis? Have we said, ah, we do nothing, we'll see what happens because that's how the free market works. Why is there another standard when we talk about the climate and the environment? It's like a luxury. We'll deal with that later. No, we can not leave it for later, it would be unwise for the future of Europe.
P. Why should Spain, a country in recession, with 26% unemployment and painful cuts in health and education, worry about climate change?
R. I understand that for a Spanish family who has to struggle with day to day, with several of its members unemployed, this is an irrelevant question. But look at the figures. Where have you managed to create more jobs in recent years? In renewables, efficient technologies ... We have to be smart, think long term and try to end the crisis while saving energy, because doing so will cut the bill: it is good for households, industry and competitiveness. And we have tried, black on white, that investing in energy efficiency create jobs.
P. What do you think the UK system, which has imposed a minimum price for CO2?
R. It is one of the options we are studying. One of the great mysteries of the vote is the role of the British Conservatives. They said no arguing that looked after the interests of its industry, when it turns out that they are paying much higher prices than in the rest of Europe. If anyone should be interested in raising prices in Europe are them.
P. Spain has cut premiums for renewable energy. What do you think this policy change?
R. I know that Spain has done very well in renewables, but I say that now things are stopping. And that, of course, would be very unfortunate.
