The Minister of Health, Social Services and Equality, Ana Mato, has proposed to the political groups to raise the age of sexual consent from 13 years today to 16. In his second appearance before Congress Equal commission-the first was in February 2012 - Mato has stressed the need to amend the law so that, in line with most EU countries, the minimum age for relationships with adults are consenting minors is set at 16 years.
The move, which follows the recommendations of the Council of Europe and UN-I already asked in 2007 - is already contained in the Children and Young plan that the Minister introduced a little over a month. A comprehensive strategy, however, did not define the specific age yet to be discussed now, with the other parliamentary forces.
Mato If the proposal goes ahead, the age of sexual consent is the same as the minimum age for marriage. In April, as well as part of the strategy for Children, the Government announced that it amended the Civil Code to raise the minimum age for marriage of 14 years today at 16. In Spain, minors can marry at age 14 with a judicial or without it if the family permits. In other countries, however, that age usually rises at 16. Like the sexual consent, set in some European countries such as the UK, Switzerland or Norway, in 16 years. In others, like Ireland, is a year 17. Spain is, next to the Vatican, where the sexual minority is fixed at 12 years, the country where the norm is softer at this point. One argument, that of assimilation with neighboring countries, which has influenced the minister Mato.
It seems that the minister will find reluctance to the proposal. Other parliamentary groups have proposed several times change, and in 2009 Congress voted to PNV initiative to raise the age of sexual consent, but ultimately did not change did not materialize.
Last year the debate on the minimum age again be on the table when, after the murder of a 13-year Salobral (Albacete) by the who had been his partner, many years her senior, the PSOE presented a proposition of law to raise the age of sexual consent and requested the Government to undertake change dialogue "as soon as possible."
