The tariff deficit, the difference between what they collect power companies set up fee and the cost of electricity production in 2012 stood at 5.609 million euros, 45.6% more than the previous year and well above of 1,500 million originally envisaged by the Government. The figure, provided by the National Energy Commission, beating the record set in 2010, when it reached 5.554 million.
The data is technically provisional: the result of the last of the 14 settlements of 2012. However, the CNE does not publish the final settlements, arguing that include confidential information.
The largest sector spending premiums were further special arrangements, which include renewable energy and cogeneration. These bonuses amounted to 8.585 million euros, 22.9% more than in the previous year and 21% more than the previous record, also recorded in 2010.
Premiums have gone to break records despite successive cuts and moratoria on bonuses approved by the Executive over the last year which have outraged the renewables sector.
They have also contributed to the tariff deficit record 1,622 million to offset the additional costs of electricity outside the Peninsula (Balearic Islands, Ceuta and Melilla). This figure, which at the request of the Minister of Industry, José Manuel Soria canary, would be included in the State Budget, has come to return to power sector accounts.
Another factor was the inclusion in the accounts of mismatches in previous years deficits. Just as "temporary imbalance of income" for the year 2011 have been added to the accounts of the past 867 million.
All this has contributed to record deficits, despite the rise in energy prices have increased fee income by 15.4% to end the year at 14.694 million euros. Electrics have received more money for less energy: electricity sold fell 1.6% to end 2012 at 247.5 terawatt hours.
The tariff deficit has become the bete noire of the Ministry of Industry, and solve it becomes even more urgent when the troika has made it clear that it is a problem that must be solved as soon as possible by the Spanish Government.
But industry is also aware that higher electricity rates in full recession would only worsen the situation of many families and businesses, in addition to be a brutal political cost to the Government of Mariano Rajoy. The ministry has already made it clear to pass on to consumers the price cut after power auction March 20.
The Secretary of State for Energy, Alvaro Nadal, has returned to give on that key in Congress to indicate that, although the situation is "delicate" increases "must be as low as possible for domestic and industrial consumers." Nadal said that the government is studying "a thorough review of all possible games, including networks, distribution, and raw mainland regime."
