The Government will amend the Civil Code to raise the minimum age for marriage at age 14 to the current 16. In Spain, children may marry at age 14 with a judicial or without it if the family permits. In other countries, however, that age usually rises at 16. The idea is that children are welcome, ideally in families, more quickly now. The project guidelines emphasize a commitment to "adoptions garantistas" and foster care prevail, rather than send-as far as possible, to lower centers.
The plan also includes, as anticipated the Secretary of State for Social Services and Equality, Juan Manuel Moreno, specific initiatives for protection under direct or indirect victims of gender violence. It aims to enrich and accelerate the response of social services, psychological care and in these cases to provide these children all the help they need. Be promoted, he said, creating an "umbrella of protection for these children" in order to avoid cases such as occurred early Sunday in Campillos (Málaga), when a parent convicted of abuse and a restraining order his former partner allegedly killed their daughter, six years old, who was with him in his court agreed visitation period.
The Government plans to further the creation of a register of children abused or abused. The current file Rumi is not operating as it collects a variety of information and not all autonomy and bring all the security and police forces. Registration will to implement new policies to support and assistance.

The raise the minority so that consensual sex is considered an old recommendation of the UN, which in 2007 asked Spain to the ariseth at least 15 years. The Socialist parliamentary group presented to it a proposition of law.
