The poor state of the labor market is punishing the Social Security accounts. So far this year, and without having to have faced any bonus yet, you can already see how the fees paid employment workers (30017.5 million) are insufficient to cover the contributory pension expenditure (30,826 , 8 million), according to the budget execution data published yesterday by the Ministry of Employment.
However, this does not mean that at this point of the year Social Security is in the red. Counting the fees paid by public employment services for unemployed workers who receive benefits or assistance and transfers to public school have other state bodies, the lead agency Tomás Burgos achieved in the first four months of the year surplus of 7.275 million, 0.7% of gross domestic product.
An impairment test of the Social Security accounts, is that this good provisional data set is lower than last year, when public school ended the year with the larger deficit in its history. And that despite the mandatory social security transfers from the Treasury (and very important last year) amounted to 7,500 million, about 2,400 more than in the first four months of 2012.
Although in the first four months the Social Security balance is positive, the fact is that this year the government plans to end the year with a deficit that is approaching 1.4% of GDP this year. Under these provisions, it is logical that in the coming months will accounts worse, especially when they have to start dealing with bonuses. Well what happened was repeated in 2012, when Social Security summer had to use previous years savings accumulated over the management of occupational accident insurance to pay the extra summer cash without problems.
Moreover, continued yesterday reactions to the work of the expert commission and its report on pension reform and the sustainability factor. If Monday, employers had not said anything, yes I did yesterday. And was its president, Juan Rosell, who said he "negotiate reform with calculator in hand". On the other hand, union leaders, Ignacio Fernández Toxo (CC OO) and Candido Mendez (UGT) accused Brussels of interference by demanding reform, since pensions are not your competition, defended. "The European Union has nothing to say about the present or the future of Social Security," said Mendez.
