The European Commission (EC) today presented its recommendations for Europe to overcome the crisis, create jobs and provide "decent living standards" to its citizens, and even did not impose sanctions on countries with excessive macroeconomic deficits, yes I said more reforms undertake urgent.
"The recommendations reflect the experience and mutual understanding on the brakes to growth in the Member States," said EC vice president responsible for Economic and Monetary Affairs, Olli Rehn, during the press conference which unveiled these recommendations.
Rehn called on countries "to those who have recommended an extension of the deadlines for correcting, use that breathing space to implement structural reforms that facilitate the adjustment and the basis for growth. No time to lose."
The analysis of the economic and social developments that the EC has made each partner of the European Union concluded that although "economic growth is still weak," the measures taken by countries "are helping Europe overcome the crisis" and reduce imbalances within the euro area.
But "efforts to rebalance the economy must continue in all Member States", and while deficit countries have to improve their competitiveness, those surpluses have to remove obstacles to the growth of domestic demand, asked President EC, Jose Manuel Barroso.
Thus, Germany (which together with Bulgaria, Finland, Luxembourg, Estonia and Sweden have no deficit) been advised to allow salary increases to support domestic demand and increase workforce flexibility and competition in the service sector.
To those who like France or Spain do have, to varying degrees, large deficits, were given more time to reduce them, but also has called for more reforms, especially in the field of pension systems, but also in other aspects.
The EC recommends taking excessive deficit procedure for Hungary, Italy, Lithuania, Latvia and Romania and including Malta, and Spain, France, Netherlands, Portugal, Poland and Slovenia have additional time to 2014, 2015 or 2016 to meet the target , and stressed that "Belgium has not taken effective action," so that was warned to do so.
Such proposals must now be approved by the Ministers of Economy and Finance of the EU and the Euro at its next meeting, in addition to obtaining the approval of the Heads of State and Government at their summit held on 27 and 28 June next .
All countries were asked "to continue with greater intensity structural reforms because this is not an ordinary downward cycle," but also the EC admits that "it takes time" to see concrete benefits that will improve the employment situation just long term.
The high and uneven levels of unemployment in the EU, which is expected to end the year with an average rate of 11.1%, and especially among those under 25 years (23.5% of young unemployed in the EU in March) , increasingly restless block.
"The proposed additional time for fiscal consolidation in some countries should be used to implement ambitious structural reforms to increase the capacity and promote growth and work," said Brussels.
European Commissioner for Employment Laszlo Andor has urged countries to "realize their measures to implement the Youth Guarantee", for which we have budgeted EUR 6,000 million (pending approval by the Parliament) and will help to find work children under 25 years after finishing their studies.
The EC President demanded of all partners "consensus" that it was "vital to restore confidence, which in turn is the key to growth," and urged them "to overcome the policy ideas coming from one or the other capital. "
Was alluding to the various initiatives undertaken by some countries, such as France and Germany against youth unemployment, the EC considers that although valid, are also regarded as an interference with the policies in the same direction do not quite jell into the Union.
Barroso also stressed that the "social emergency" on the EU and the inequalities between regions "added pressure on the need for reforms" with results over time in terms of job creation, so urged them to produce "results in the short term for the unemployed and young people ".
