Consumers have paid 11.823 million euros since 2003 through their electric bills to fund the electricity system deficit, which currently stands at 26.062 million euros, according to data released Wednesday by the National Energy Commission (CNE) .
In his report on the situation of the electric system debt, a result of being the revenue collected through the fee insufficient to cover the costs recognized in the system, the CNE said that since 2003 have generated 34,960 million deficit , a figure which rises to 36.786 million since 2000.
This debt is recognized at its cost utilities and it is charged to the tolls, the portion of the electric bill that sets the government and which is half of it. In this way, through annuities that are incorporated into the access fees, the CNE says consumers have satisfied these 11.823 million, at current prices, since 2003 just to pay what it costs to finance that debt.

The agency also details that, to May 10, the system's deficit amounted to 26062.5 million euros and rising above government forecasts. Of the total, 72.5% (18.914 million) is held by the Deficit Securitisation Fund Electric System (FADE), to bring to the market this debt and has done so with an average interest of 5.5% in 2011 and 2012.
Other 4.035 million, 15.48%, are in the hands of power in the percentages: Endesa 1.781 million, 1.412 million of Iberdrola, Gas Natural 554 million, 245 million and 40 million HC E.ON Spain. This percentage who still hold the power of the deficit corresponds to 2012 pending transfer to FADE.
The remaining 3.113 million, 11.95%, is in the hands of third parties. The agency this year detailing that made 11 the emissions FADE worth 5.272 million euros. The Government is working on reforms to try to address this problem of the tariff deficit and making the system to equilibrate-income sufficient to cover costs, and stop this debt generated.
