"Spanish society concerned and shocked attends the deterioration of politics," says the so-called "Manifesto for a new party law" that was presented yesterday and intends to force the parties to change the law governing its internal operations to provide them with democratic mechanisms.

Six specific measures are proposed:
1. Congresses every two years and is, in any case, a fixed date.

July. • Constitution of independent commissions to verify the costs of campaigns and inspections to verify compliance with campaign spending limits.
