Both cities exceed the legal limit for nitrogen dioxide, a toxic gas

The European Commission has rejected the moratorium requested by Spain to Madrid could negotiate for five years required to meet maximum contaminant limits for nitrogen dioxide (NO2). European legislation allows a maximum annual average of 40 micrograms per cubic meter of this toxic gas that irritates the airways and aggravate health problems such as asthma and allergies, and that comes mainly from traffic. That limit is mandatory since 2010 and European legislation provides penalties for exceeding the limits.
"The Commission considers that objections should be made regarding the extension of time for compliance with the annual limit value for NO2 time since the Spanish authorities have not shown that such compliance can be achieved in 2014" says the text of the decision, dated May 16, which has had access COUNTRY. Madrid has since 2010 breach maximum levels of this pollutant. The decision, signed by the EU Environment Commissioner, Janez Potocnik, remember that in addition to the annual limit, another time limit: only allow 18 exceedances per year. Madrid passed him in six monitoring stations. In one of them, were 76 exceedances.
The European Directive on Air Quality (2008/50) provides for up to five-year extension for countries to show that they did everything possible to meet pollution limits before 2010 and who have passed air quality plans effective and realistic, and a timetable for implementation of the measures, to be able to reach 2015 with the homework done. Are the two conditions required by the Commission to give green light to the extensions.
Brussels last July denied the extension that requested Barcelona, which was around 50 micrograms at some stations in 2010. The European Commission said that "it would be necessary to include measures to reduce pollution tougher to achieve compliance in 2015" in Barcelona and Vallès-Baix Llobregat. Brussels, said the resolution, "does not consider shown that compliance will be reached" when I finish the requested extension. Community Rejection also affected Palma de Mallorca.
In January, the European Commission gave the good news to the Community of Madrid, which will follow a year exceeding pollution limits expected European legislation without having to worry about the sanctions legislation contemplates. The European Commission decided to accept the Spanish request to grant an extension to the areas called Henares Corridor Urban and South, two of the seven in which the region is divided for measurement of air quality. Actually, there are two municipalities-Coslada and Leganés, with high concentrations of nitrogen dioxide (NO2), an irritant gas that comes basically airway traffic.
"The irresponsibility of the consistory Madrid cost a lot not only to the health of the citizens of Madrid but also to state coffers, which likely will face millions in fines for non-compliance", said Juan Barcena, Ecologists in Action. "The notice makes clear the role principaldel source traffic problem. Therefore the Madrid once must assume its responsibility and develop a sustainable mobility plan for the region, to reduce car use and the high volume of vehicles entering the city every day, "added Samuel Martin-Sosa, another spokesman for the organization.
In 2010, 7% of Europeans living in cities were exposed to NO2 levels above the EU limit values, according to the European Environment Agency, in its report on air quality in 2012 warned that "national emissions of nitrogen oxides in many European countries still exceed emission ceilings laid down by EU law and United Nations resolutions."
