The Government justifies the rise of the fixed part of the electric bill , which is paid regardless of consumption, in its desire to benefit families with children at the expense of empty homes and second homes . After the last climb , which published the Official Gazette on February 1 , the fixed part of the bill, which is paid according to the contracted power , has gone in a year to represent 35% of the regulated part of the receipt to assume 60% . Consequently , the variable portion , which is payable according to consumption of light rose from 65 % to 40 % over the same period.
The Ministry of Industry indicates that this reweighting will not raise the bill, but a transfer between electrical consumers on behalf of those who consume more , especially families with children. But the truth is that far too especially benefit consumers with greater purchasing power which does not have to worry about consumption ( with or without children ) to the detriment of users with more trouble making ends meet as unemployed or retirees, trying to minimize their consumption to save .
Indeed , experts and consumer groups have warned that the measure discourages saving and also penalizes the first homes with high power contracted , and that the real objective of the Government is to ensure utilities high fixed income to offset the fall in consumption by the economic crisis.
Volunteer for the Small Consumer Price , the old tariff of last resort (TUR ) marking the price of electricity to eligible 16 million domestic consumers , consists of two parts : toll - regulated access of the receipt, set by the government and having a weight about 55 % of the total, and the liberalized part which is calculated by the cost of energy .
Industry notes that in recent years the electricity bill has experienced a steep rise and " its impact has been far greater on households that have more consumption ." In the period 2004-2011 the average bill for families with two children has increased by 67.2 % (vs. 62.3 % on average for domestic consumers in that period) . For second homes and empty homes , with less power consumption, the average increase in that period was 53.3 % , that is nine points below the average for domestic consumers .
According to the Government , these changes have already begun to have an impact on families bill . In 2013 , the year in which the average consumer bill down 0.9 % , the electricity bill for families with two children fell by 3.1 % compared to 3.4 % rise in the bill light for second residences.
