The state society Panama Canal Authority (ACP ) and the construction consortium Grupo Unidos por el Canal ( GUPC ) achieved this Wednesday night a preliminary agreement before the financial crisis since 5 February has halted expansion works the waterway. The developers agreed to resume work on February 20 , according to the Panama Canal Authority .
Early Thursday ( Panama time), groups of workers have begun returning to their jobs , as seen in images broadcast by TVN Panama chain Cocolí area on the coast of the Pacific. "They called me last night to come to work , let's see what happens, we suddenly bounce ( bounce ) , we will see what happens ," said one of the workers told local television , without identifying themselves. Another has called a " decision successful " the planned resumption of work after the deal announced on Wednesday night .
"We are waiting for the payment of all wages ," added Hector Hurtado , a leader of construction union has expressed satisfaction at the news of the resumption of work .
The Canal Authority will pay 26.8 million euros for the consortium resume work
In a short report with the basic terms of the draft agreement between the two parties , the Authority states that the consortium, made by the Spanish Sacyr, Italy's Impregilo , Belgium's Jan de Nul and Panamanian Construction Urbana- " accepted the call reiterated the ACP and promised tonight [ Wednesday ] to restart " on Thursday, " the construction of the third set of locks " , central part of the work to expand the waterway .
"As soon as jobs are restarted ," Canal Authority forwarded to the business consortium a total of 36.8 million dollars ( 26.8 million euros) "under work charged in December with the goal of workers GUPC charge your outstanding fortnight, and also to cope with other obligations to suppliers, " the report added.
"Additionally , the parties were given at least 72 hours to arrange delivery dates points on the gates , implementation schedule , schedule of repayment moratorium and other key aspects of the project ," says the text.
"The decisions of the parties were given during telephone conversations between the ACP " and managers " of the companies in the consortium " he says. "However, there are still some issues on which agreement has not been achieved ," he warns .
After months of disputes , financial disagreement broke out on January 1 , when the construction consortium announced that January 20 would suspend the work if the Canal Authority refused to pay 1,600 million ( 1,200 million) which are lacking its cash flows for additional unforeseen costs in the construction of the locks to expand the path . The state company rejected this decision.
" There are some issues on which agreement has not been achieved ," says the Authority
In the heat of negotiations , the group of companies claimed that the cash problem prevented him with homework , but replied that the Authority lacked the extra support.
Although the deadline of January 20 was accomplished without agreement , the Panama Canal Authority and the consortium continued to negotiate , deadline of 31 last month, which extended to February 4 . The talks ended without agreement and that night , the next day , the consortium suspended work on the locks, main stretch of the expansion , which began in 2007 with a budget of 5.250 million ( 3.818 million euros).
Panama is anticipated that the expansion completed in December 2015 , with a delay of six months for the impact of the suspension of work . Canal Authority predicted that suffer a "loss of earnings " over $ 95 million ( 69 million euros) , because for six months can not use two locks that since 2009 , began to be built by the consortium in the Panamanian coastline on the Atlantic and Pacific .
After winning the bid in 2009 to build the locks of the expansion of the waterway, with an offer of 3,118 million dollars ( 2.267 million euros), and sign a contract that year to start work , the consortium committed to conclude in October 2014 . But in 2012 came the first delays and lengthened the period to June 2015.
The delay will make Panama can not offer and sell the services of new locks to vessels larger than can currently transit the route , opened in 1914 by the United States , which began its construction in 1904. The track and its surrounding areas , which were initially assumed to control in perpetuity of Washington, were given to the full sovereignty of Panama on December 31, 1999 . Despite the crisis , the old locks step centenary have continued to operate normally.
