Mariano Rajoy, when he was not yet Prime Minister, said the rebate for the purchase of housing, public aid to convert par excellence in the Spanish owners, was "the traditional in our country." Housing plan presented in the Council of Ministers by the Minister of Development, Ana Pastor, focuses on two pillars: the rent subsidies and housing rehabilitation. The only thing the government has announced in relation to the purchase market is that it will keep the guarantees for mortgages on housing, a measure included in the plan of the previous government housing.
According to Pastor, the Executive has inspired outside Spain. "Not that the ministry has ideas very bright," said the minister, "we copied what has been done in other countries." The intent is "a paradigm shift". And that the plan of 2,310 million euros, approved today by the Council, aims to expand the number of beneficiaries of rent subsidies, from 80,000 to 133,000 people. This indicated that changes the criteria for access to such aid. Instead of personal income, the income will "dwelling unit", which may not exceed three times the IPREM, the benchmark index in Spain for the allocation of subsidies. It also limits the maximum rent for aid to 600 euros per month.
The plan also provides aid to the construction of a public park rental housing. The minister has indicated that, despite the "large park" of empty homes, "there are regions in Spain where housing is still missing."
The weight of the project lies in the rehabilitation aid of the aging Spanish residential park. According to data provided by Pastor, in Spain there are two million homes in disrepair. For that, the Executive provides funds for buildings constructed primary residence until 1981 and whose surface is designed in a more than 70% to residential use.
In addition, four of the 10.7 million residential buildings of four or more plants is not accessible to the disabled. The Government has also emphasized the need to improve the energy efficiency of residential buildings, which consume 17% of the energy produced in Spain. To this end, the government is preparing aids that improve efficiency statistics of Spanish buildings. Only 40% of Spanish homes have been taken to improve efficiency.
