The government wants to prevent pensions rise more than wages

The government wants to avoid "perverse behavior" on Social Security as the increases that have occurred in the last decade pensions over wages and prices, or the "failure" of the prices paid for some features.
The sustainability factor (with which it seeks to adapt, from 2027, pensions to life expectancy and other factors) is the one that should fix it.
This is stated in a document that the government has sent political parties and coincides with the start of the work of the committee of experts set up by the Executive and will have to be prepared a report on the factor for late May.
In the government, which discusses how you have implemented the sustainability factor in Europe, warns that its application in Spain can affect the formula for calculating the pension, retirement age or the revaluation of benefits in terms of prices, known as indexing.
Regarding the pension calculation is explained in the paper that one of the options could be to increase the number of years of contributions that are required to obtain 100% of the base or modify the formula to fix the database.
As retirement age stated in the document that once reached (in 2027) the legal age of 67 years "may" continue increasing it.
Indexation of pensions, the government simply stated without giving any examples of where changes could go.
"All this in line with what has already been implemented in different countries of the European Union", is required.
In the analysis of the Government's reforms of pension systems in the European Union stresses that the main trends are: considering working life in the calculation of the pension, not increase contribution rates and lower refresh rates both of benefits and of contributions.
Also, the European partners have implemented a greater number of years of contributions to qualify for 100% of the contributory pension, have raised the legal age of retirement and a pension have been unified and able to continue working.
The sustainability factor was introduced in the 2011 pension reform (Law 27/2011 on updating, improvement and modernization of the Social Security system) that settled the government of Jose Luis Rodriguez Zapatero with the CEOE and CEPYME and CCOO unions and UGT.
This reform is progressively raised the retirement age from 65 to 67 years and fixed that, from 2027, be reviewed every five years the fundamental parameters of the pension system in terms of life expectancy.
However, the Organic Law 2/2012 budgetary stability and financial sustainability allows the government, in case of long-term deficit of the pension system, automatically applying the sustainability factor.
