One of the issues that most concern over Spain in the administrative heart of Europe, Brussels, is the delay of structural reforms. The main international institutions (European Commission, IMF, ECB) have called on the Government of Mariano Rajoy not loosen the pace in adopting structural measures. They insist the warning, because half of the initiatives taken by the Government in the European Council last summer accumulate significant delays [41 of the 72 measures to be approved before March are frozen]. And the push fails measures, even though Friday the Government presented its National Plan as announced reforms. Because, more than new proposals, which the government has done is reprogramming of old commitments.
The government, in its new schedule, postponed several quarters almost thirty and measures included in the plan of 2012. Although the new air coming from Brussels bring hope to soften the pace of fiscal consolidation at the evidence that austerity overdose worsens the recession, Europe will not allow any step backwards in terms of structural changes. Economic Affairs Commissioner Olli Rehn, insisted last week: "Spain must maintain the reform momentum".
Of the nearly 30 measures that the government announced in 2012 and now postponed several quarters, half a dozen are postponed almost a year. This is the case of the Transparency Law, public access to information and good governance originally scheduled for the fourth quarter of 2012. But the new text states that the rule governing "obligations rated for public managers, among others, economic management and implementation of Budgetary Stability Law" will not be approved until later this year.
The same applies to the National Commission on Financial Markets and the Competition as the previous plan envisaged to be in place by December 2012. But the new reform agenda postponed its creation to the last quarter of 2013. And that even though there is already a bill in the House of Representatives that takes several months pending. But the agency that will unify all regulators and supervisors to emerge from.
In the same situation are mutual reform of occupational accidents and diseases and the creation of the State Agency for research that are delayed one year.
But one of the most significant delays is the approval of Independent Revenue Authority, one of the demands of the troika included in the memorandum associated with the banking bailout of Spain. The Government has already presented the draft bill and expected the body that oversees fiscal policies and management of public administrations was ready for the beginning of this year. But the new paper presented by the Executive on Friday delayed the end of 2013.
Another major reform is the factor governing sustainability, the new system for calculating pensions, which will enable the Government to save on this game. The compromise was to pull it off before the end of 2012. The new document postpones the presentation of this initiative in the Pact of Toledo by July and the approval of a bill before September this year.
A look at the new National Reform Plan, a document of 53 pages, reveals little new about the text above. The government includes a package of measures to reform public authorities, other measures demanded by the European Commission, which seeks to remove duplication, simplify bureaucratic momentum, management efficiency and management services institutional administration. The Executive agrees to submit a report on the reform during the second quarter of 2013. It also adds a boost of eGovernment to be adopted in various stages culminating later this year.
There are also developments in improving the health system and the implementation of a clinical history or the creation of a centralized purchasing platform. Besides, the Government has included a package of measures for social protection to digest the consequences caused by the tragedy of unemployment. This section has a social inclusion plan, a plan of family support and disability strategy.
