optimism unconscious
Spain needs an economic plan, with new forecasts, to face a long recession

The latest economic message of the Prime Minister, Mariano Rajoy, before the National Board of PP, again offered a rosy picture of the Spanish situation that the facts are far from support. As much as the words of the Prime Minister can be understood as "domestic consumption", designed to reassure his barons and affiliates, the truth is that they offer to citizens and prospective investors a misleading of the current difficulties, as probably prove Executive himself when deciding to revise their forecasts for 2013 and 2014. Today, the more favorable outlook for this year is a contraction in GDP of 1.4%, but many analysts believe that could contract by 1.6%. Consequently, the unemployment rate will exceed 27%.
The official optimism is based on overcoming the financial crisis, the ability to prevent the rescue of Spain and improving the current account balance. But the latest bank rescue plan is attributable to the active intervention of Brussels, the European Central Bank (ECB) and International Monetary Fund (IMF). The troika guided the ransom for setting tough conditions after several failed reforms. On the fall of the risk premium since mid-2012, not because of government management, but the magic words of Mario Draghi on defending the euro zone debt and developing a rescue plan Specific Spain consisting Bank intervention in the secondary market if the government so requests.
There is broad agreement that the resistance of the Spanish government to request the intervention of the ECB, resistance to vainglory, is a mistake. The Bank's intervention is desirable because the Spanish economy can not overcome a recession with a spread of debt above 350 basis points. Rajoy has avoided the rescue (no one tries to impose), but does so in exchange for subjecting the economy to financial conditions that hinder recovery.
The improvement in the balance of payments realistically deserves comment. In a recessionary period, the balance improves because imports tend to get depressed more than exports. In other words, the balance being a difference between savings and investment, deficit reduction is healthy when achieved by increasing savings and more questionable when it is achieved by reducing the investment. At the current juncture, the savings is not growing, it is investment that collapses.
Citizenship and markets expect a trait of wisdom: that the government abandon the unlikely thesis that in 2014 Spain will have emerged from the crisis (the BBVA recently forecast that the recession will continue in the coming quarters) and develop a realistic plan, that would have to include the new settings that probably prompted Brussels and account for delayed structural reforms.
