The Government will amend the Civil Code to raise the minimum age for marriage at age 14 to the current 16. The measure is part of the Children's Plan presented today by the Minister for Health and Social Services and Equality, Ana Mato, in the Council of Ministers. In Spain, minors can marry at age 14 with a judicial or without it if the family permits. In other countries, however, that age usually rises at 16. In addition, as confirmed by a spokesman of Social Services, the Executive summon the political groups to discuss the minimum age of sexual consent, which is 13 years.
This is just one point from those contained in the Plan for Children. A project that emphasizes the importance of protecting children from harmful content on the Internet and to instill healthy habits from an early age, but focuses mainly on children's home measures, which are intended to streamline. The idea is that children are welcome, preferably in families, in a way faster than now. The outline of the project in a bid to influence the "adoptions garantistas" and foster care priority, rather than send-as far as possible, to lower centers.
The plan also includes, as advanced the Secretary of State for Social Services and Equality, Juan Manuel Moreno, specific initiatives for protection under direct or indirect victims of gender violence. It aims to enrich and accelerate the response of social services, health and psychological in these cases to provide these children all the help they need. Be promoted, he said, creating an "umbrella of protection for these children" in order to avoid cases like that happened early Sunday in Campillos (Málaga), when a parent convicted of child abuse and a restraining order his former partner allegedly killed their daughter, aged six, who was with him at his court agreed period visits.
The Government plans to further the creation of a register of children maltreated or abused. The current file, Rumi, is not operating as it collects information very diverse and not all autonomy or provide all the security and police forces. Registration will be used to implement new policies to support and assistance.
Young to marry
The Minister of Justice, Alberto Ruiz-Gallardón, and said in December that the Government was considering, within the civil code, change the minimum age for marriage, and the minimum age for emancipation or work. The minority of raising the age for sexual intercourse is considered an old consensual recommendation of the UN, and in 2007 asked Spain to the ariseth at least 15 years. -Spain is the Vatican, where the sexual minority in 12 years, the country where the norm in this sense is more lax. In Italy in 14 years, in the Netherlands in 15, in the UK or Norway, in 16 and in Ireland in 17 years.
In November last year, following the murder of a male 13 year old girl in the Salobral (Albacete), the PSOE asked the Government to open a period of reflection to raise "as soon as possible" the legal minimum age for the considered consensual sex, also the minimum age for marriage. The Socialist parliamentary group submitted a motion to this bill.
The socialist government in 2011 and toyed with the idea of amending the Civil Code to raise to 16 years the minimum age for marriage, but finally, the measure did not go ahead. France changed its law in 2005 to increase from 15 to 18 that age.
