The Minister of Health of Catalonia, Boi Ruiz, has admitted that the Catalan health today is in a state of "financial collapse". Asked if the new cuts that will have to apply the Catalan Government will cause the collapse of public health in this region, Ruiz said that "what has collapsed is the financial situation of the Catalan health, not health care."
The Catalan government understands that the new cuts that will have to apply if you want to reduce the deficit from the current 1.96% to 0.7% of GDP, will be on basic services, including health. Ruiz has said in the press conference following the meeting of the Catalan government that "it is absolutely impossible to consider health policy as we have right now with a deficit target of 0.7%." If approved this Catalan accounts deficit target, the Government would have to cut another 4,400 million euros.
Ruiz has admitted on three separate occasions during the press conference that the Catalan health is in a "financial collapse" noting, though, that this does not affect the health care received by Catalans and will remain so. "We believe this financial collapse will have no effect on the attention of the citizens." Ruiz did not clarify when it will pay off debts to pharmacies and private centers.
Despite being already in mid-March, the Government still does not submit budgets this year the Catalan Parliament. It does so because, today, the government forces you to develop them with a deficit limit of 0.7% and its partners Republican Left (ERC) have already warned they will not support some accounts with this figure. Yesterday Unió leader, Josep Antoni Duran i Lleida, described as difficult to understand the attitude of the Republicans, and the Minister of Economy, Andreu Mas-Colell ERC warned that while budgets are carried restrict the Government to contain the deficit spending to 0.7%. Today Homs has again put pressure on Catalonia ensuring ERC can not afford to be without Budgets.
Moreover, the Catalan government today decided themselves known before April 15 to the Constitutional Court (TC) against the appeal filed by the central government on several articles of Decree Catalan limited to 12 hours daily opening of each establishment and allows a maximum open eight holidays a year. Francesc Homs has announced the Government will be presented in the case "model of trade defense force in the last three decades in a peaceful way."
