The Catalan Parliament approved on Wednesday afternoon the proposed new Government funding or fiscal pact as it has called the Catalan government. The document, approved by a vote of CiU, ERC and ICV and concrete support from the PSC, should serve as a basis for future negotiations between the Government and the central government. The document notes that successive funding schemes which the Government had "failed to settle the problems" of Catalonia, denounces "the systematic lack of institutional loyalty by the Central Administration" and claiming a paradigm shift for Government funding.
The goal, says the proposal is "to achieve the full capacity to decide on all taxes paid in Catalonia, to have the financial resources generated Catalonia as a country and ensure loyalty."
The PSC has supported the vast majority of the agreement and has failed in paragraphs referring to Catalonia has a ranch itself and decide on their own income. Fiscal policy. The Government shall have full regulatory power to decide on the taxes paid in Catalonia "in fiscal harmonization, ensuring the achievement of the principle of progressive taxation." Was approved with the vote for CiU, ERC, ICV and PSC. The PP voted against.
The Catalan contribution. The Government will pay the State the skills and services rendered common and affecting Catalonia (which is what happens now with the concert Basque) and interterritorial cooperation concept. This contribution will be reviewed every five years and will be agreed bilaterally with the State. Has been supported by CiU, ERC and ICV. The PSC has failed and the PP voted against.
