On the table of the National Court Judge Pablo Ruz is since Monday a report that certifies the alleged preferential treatment and irregularities committed by the Community of Madrid in favor of the plot Gürtel companies between 2004 and 2008. IGAE auditors consider that "in at least 104 acts not disputed the division", ie that were chopped contracts not to exceed the 30,050 euros, which would force public tender. The alleged irregularities also reach the six files totaling over 30,050 euros. Two of them were held by the procedure "negotiated without advertising", which invites Administration a number of companies to submit their bids, and chooses whichever is more advantageous. In both cases, the Community invited to tender to three companies, but with a caveat: all of them were the same group of Correa.
The other four cases in which higher-public contests were held relapsing companies have flashy plot-overruns.
