Mariano Rajoy's government is considering establishing a deficit target different for each community, according to government sources admit. This issue was taboo until recently in the Ministry of Finance.

Administrations fall away in 2012 will have to submit new plans to tackle financial balance deviation, as established by the Budgetary Stability Law. Regional budgets were prepared under the constraint of a deficit of 0.7%. Many regional executives have planned closure of health centers and major cuts in education to achieve that goal. But could postpone some of these measures if the cuts they are forced to lower.
Rages also voices calling for a reform of the regional financing system. Catalonia, Madrid, Valencia and Andalucía have called for reforms. It is expected that the next CPFF will constitute a working group to consider proposals on the matter.
