The Law on Conflicts of current government members then clarified that the ministers and the president perform their functions "with absolute dedication" and could not "reconcile their activity with the performance, in person or by replacement, any other position (...) public or private ". The law also prohibits the compensation "of any direct or indirect perception comes from a private activity", with three exceptions.

Party payments fired
Year 1996: the Prime Minister of Spain was allocated in the State Budget a salary of 12,076,984 pesetas (72,500 euros), regardless of housing and support. That amount was less than half of what was perceived José María Aznar a year earlier through "entertainment expenses" as a leader of the Popular Party. It was not always so high.
When he became president of the formation, in 1990, and began his meteoric political career, the party assigned a bonus of 500,000 pesetas per month with corresponding bonuses (seven million pesetas in total, 42,000 euros). The next year he got a million (6,000 euros), and 92 exceeded 10 million.
From that time his name disappeared from the official accounts of the PP and allegedly began to appear under the code 530 assigned to JMA stands. Between 1992 and 1993 his salary was increased by 104% to 21 million pesetas (130,900 euros).
In 94 scratched another rise of 9% and in 1995, a year before winning the election, received bonuses of 25 million pesetas who completed his assignment as deputy. Since the PP knew he had won the elections in March, Aznar received 10 payments (before and after taking office) for a total of 8.8 million, in addition to the monthly January and February reached 12 million.
